A last-minute addition to Kentucky's Senate Bill 9 has turned a relatively straightforward housing infrastructure bill into a flashpoint over short-term rental regulation, with the House inserting language that would strip local governments of their ability to regulate STRs beyond maintaining a basic rental registry.

The short-term rental ban was added by the House in the final hours before the April 1 recess, drawing pushback from Democrats who argued that prioritizing STRs over housing availability was a dealbreaker. The bill still needs Senate action when lawmakers return this week, and Gov. Beshear's potential veto looms over the entire package since SB 9 is not an appropriations measure and cannot be selectively line-item vetoed.
District of Columbia
A growing number of short-term rentals marketed as adult-themed "experience" properties are operating in suburban neighborhoods across the country, prompting complaints from residents about noise, heavy foot traffic, and the nature of the activity next door.

Neighbors in multiple areas say they had no idea what kind of rental had moved in until guests were already arriving, sometimes in costumes, at all hours of the night. The phenomenon is putting fresh pressure on local governments to revisit STR regulations, with cities like Washington, D.C. — which already limits rentals to a host's primary residence — serving as examples of how stricter rules can help prevent residential properties from being used as full-time commercial operations.
Forest Park residents packed a Village Board of Trustees meeting Monday night demanding a ban on short-term rentals, citing a troubled Airbnb on Lathrop Avenue that neighbors describe as a persistent nuisance.
Mayor Rory Hoskins told attendees that a vote wasn't possible without an ordinance on the night's agenda, but assured residents the board has heard their concerns and is in ongoing communication. The community is pointing to neighboring suburbs River Forest and Elmwood Park as models for what they hope Forest Park will adopt, with residents vowing to keep showing up at board meetings until the issue reaches a formal vote.
Wayzata's City Council voted 4-1 on April 7 to approve a 12-month emergency moratorium on short-term rentals after the city's original STR ban was challenged by operators and declared void by a district court on March 30.
The moratorium went into effect immediately upon adoption and halts all new STR applications while the city conducts studies and considers zoning amendments to better regulate the industry.
Valdosta is inviting residents, property owners, and community stakeholders to weigh in on potential short-term rental policies through a series of public workshops at City Hall Annex, as the city begins exploring how STRs impact neighborhoods and housing.

The sessions are designed to gather community input that will help shape any future regulations, with the city emphasizing that public feedback will directly inform its decision-making process.
Washington County is preparing to roll out tracking software to identify unregistered short-term rentals and ensure hosts are paying the required 6% hotel tax.
Officials believe the software, which costs around $28,000 annually, could uncover as many as 300 previously unregistered rentals beyond the 35 currently on record, potentially generating between $300,000 and $500,000 in additional tourism revenue for the county.
