Decatur, GA

The Decatur City Council will consider a comprehensive short-term rental ordinance Monday that would establish new permitting, inspection, and enforcement standards citywide.

Ordinance No. 26-4633 creates separate categories for homestays and tourist homes, sets density limits, and caps total STRs at 135. Operators would need annual certification, inspections, local representation, and compliance with occupancy, parking, and stay-length limits. If adopted, the rules would take effect March 1, 2026, with violations carrying fines and potential license revocation.

Delaware County, PA

Delaware County Council unanimously approved a 2-percentage-point increase to its hotel occupancy tax, raising the rate from 3% to 5% effective April 1.

Unlike the county’s tax, the State tax exempts rentals to ambassadors, ministers, consular officers and federal employees on official business. The two taxes are separate and the exemptions from the state tax do not apply to the County’s hotel tax.The Charter defines a “Permanent Resident as “Any individual person who has occupied or has the right to occupy any room or rooms in a hotel as a patron or otherwise for a period exceeding 30 consecutive days; the term “permanent resident” shall not include any patron or business entity which reserves a room or rooms, whether specified or unspecified, in any hotel unless said room or rooms are each used by the same individual person for a period exceeding 30 consecutive days. The tax applies to lodging stays of less than 30 days and is paid solely by visitors, not county residents. Officials say the increase is timed to capture tourism tied to major events like the FIFA World Cup, the PGA Championship, and the America250 celebration.

Orem, UT

Orem city leaders are reconsidering how to handle short-term rentals after state lawmakers expanded local authority through Utah’s HB 256.

While short-term rentals are technically prohibited under city code, enforcement has been limited, and officials estimate about 250 units currently operate across the city. Complaints have been relatively low, mostly tied to parking and noise issues.

Skokie, IL

Skokie’s Village Board is preparing to vote on a strict short-term rental pilot program set to expire in August 2027.

The ordinance would limit STRs to one per block, impose steep licensing and registration fees, require annual training, and cap bookings per year. Officials say complaints tied to investor-owned rentals, including noise, trash, and large gatherings, have driven the push for tighter oversight. If approved, the pilot would sunset after 18 months with periodic reviews.

Myrtle Beach, SC

A federal lawsuit opposing Myrtle Beach’s ban on converting short-term rentals into long-term rentals is unfolding as employees at a major oceanfront resort report months of unpaid wages.

The city imposed the moratorium in late 2024 to protect tax revenue, but the resort owner argues it caused severe financial losses and blocked licensing and housing voucher opportunities. According to former HOA leadership, ongoing litigation has left no funds available for payroll.

Ellenville, NY

Ulster County officials are beginning to test and refine their new short-term rental law as the first legal permit applications move forward in Ellenville.

The ordinance caps STRs at 90 rental nights per year, limits occupancy, bans events, and requires a nearby managing agent, but board members are already questioning whether some provisions are too restrictive.

Isle, MN

Isle City Council formally approved Ordinance 209, establishing a moratorium on new short-term rental permits beginning in 2026.

The council allowed STR applications submitted before Jan. 1 to move forward, resulting in four approved permits, while five properties opted not to renew. A $5,000 penalty was approved for unpermitted short-term rental operations.
