Idaho

Idaho lawmakers are advancing House Bill 583, which would significantly limit how cities and counties can regulate short-term rentals by prohibiting local licensing, permitting, registration requirements, and most targeted fees.

The bill would allow only basic safety rules and enforcement of generally applicable regulations like noise and parking, with supporters arguing it protects property rights and provides consistency for STR operators and platforms. The proposal cleared committee with a “do pass” recommendation and now heads to the House floor for debate.


Montgomery, AL

Montgomery leaders are finalizing a citywide short-term rental ordinance that would require business licenses and safety inspections.

Officials are debating limits on how close rentals can be to each other, especially in residential and historic districts. The proposal is about 90% complete and will go to a council vote after public feedback.


Chikaming Township, MI

Chikaming Township officials are drafting a new short-term rental ordinance after reviewing recommendations from a community study and extensive public feedback.

STRs now make up about 13% of local housing — roughly 520 homes — up significantly from 2018. Trustees will review a revised proposal at a special meeting Thursday.

Los Angeles, CA

Los Angeles City Council approved a ballot measure for the June 2 election that would temporarily raise the city’s transient occupancy tax on hotels, short-term rentals, and similar stays by 2% through 2028 before partially rolling it back.

Los Angeles County Treasurer and Tax Collector

Officials say the tax changes, which could also expand application to online booking platforms if voters approve a related measure, are intended to capture revenue from visitors during major upcoming events.


Charleston County, SC

Charleston County is moving toward final approval of an ordinance amendment that would strengthen enforcement against short-term rentals operating without required permits or business licenses, with a third reading scheduled for Feb. 24.

The proposal would allow officials to deny future STR permit applications for up to two years following an enforcement action, closing a gap that previously applied penalties only to permitted operators. The update follows the county’s use of new software to identify suspected noncompliant listings and notify owners, while existing rules continue to limit rental days by zoning and include public input for higher-intensity approvals.

Kern County, CA

Kern County is exploring a potential increase to its transient occupancy tax, which applies to short-term rentals and other lodging stays, after supervisors approved initial steps toward a November ballot measure.

Officials said the current 6% tax on stays under 30 days generates unrestricted revenue for county services, and staff will now collect feedback from voters and tourism stakeholders before presenting results by May 19. The county must introduce and adopt an ordinance by mid-summer if leaders choose to move forward with the ballot proposal.
