East Haven, CT

East Haven is considering a short-term rental ordinance that would require properties to be a primary residence for at least 183 days per year, limit rentals to 105 days annually, and impose a minimum seven-day stay.

Hosts would also need a permit with an application fee initially set at $2,000. After pushback from some property owners, the Town Council will revise the ordinance, with changes to permit fees and occupancy rules set for discussion at a March 11 public hearing, followed by a vote.

Manistee, MI

The Manistee Planning Commission will hold a public hearing on March 13 to discuss a proposed short-term rental ordinance which includes new registration requirements, occupancy limits, and safety measures.

The draft ordinance also establishes a short-term rental overlay district where rentals may be exempt from caps. Property owners must register annually, and a lottery system will be used if applications exceed availability. Violations could lead to registration suspension or revocation.

Northampton County, VA

Northampton County supervisors are considering a partnership with Granicus to improve compliance with short-term rental regulations currently in development.

A Granicus representative highlighted that less than 10% of rental owners voluntarily register and pay taxes, making manual enforcement difficult. The company’s address identification system tracks listings across 60+ platforms, enabling tax collection and complaint resolution. Features include a 24/7 hotline for neighbor reports and automated host notifications for violations. Granicus, already working with 16 Virginia localities, offers modular pricing to fit the county’s needs.

Grand County, CO

Grand County short-term rental owner William MacDonald has filed a lawsuit against county commissioners, challenging their authority over vacation rental regulations.

A former planning commissioner and past Winter Park Town Council candidate, MacDonald operates multiple short-term rentals and previously sought approval for a boarding home for resort workers. The case set for its first hearing on April 14, will enter mediation with a mutually agreed-upon judge acting as an arbiter, as confirmed by the county attorney at a Feb. 4 meeting.


Pulaski, TN

The Pulaski Board of Mayor and Aldermen passed a new short-term rental ordinance on first reading after months of discussion by the planning commission.

The ordinance applies to rentals of fewer than 30 days and primarily addresses licensing and hotel-motel tax compliance. City officials emphasized that it does not affect longer-term leases. The measure passed 4-1, with Alderman Randy Massey opposing it.
