Pennsylvania

Pennsylvania lawmakers have introduced H.B. 2303, a bill that would establish statewide short-term rental regulations, including countywide registries, a required 24/7 local contact, and distinct categories for different types of operators.

Connecticut

Connecticut lawmakers are considering House Bill 5536, which would establish a statewide short-term rental registry and allow municipalities to impose an additional local tax of up to 2.75%.

Supporters say the measure would improve transparency, enforcement, and tax fairness while giving cities tools to address housing impacts. However, opponents argue it could increase administrative burdens, create inconsistent tax structures, and potentially deter tourism.


Borrego Springs, CA

Calls for tighter short-term rental regulation are increasing in Borrego Springs, where local officials warn that rising STR activity is contributing to housing shortages and workforce challenges.

An advisory group has asked the county to improve enforcement and consider limits on the number of rentals, noting that many operators may be unregistered. Despite strong Transient Occupancy Tax revenue, uncertainty around the true number of STRs complicates policy decisions.


Oswego County, NY
Oswego County is moving toward expanding its occupancy tax to short-term rentals following the launch of a new countywide registry.

Officials are considering a 4% bed tax on STRs, which would align them with hotels and could generate significant new tourism funding. The registry, now live, requires operators to register, pay a fee, and obtain permits, giving the county better visibility into STR activity and compliance. A public hearing on the proposed tax is expected in May.

In 2024, the Saratoga Planning Commission was struggling to decide what, if anything, should be done to address the prevalence of short‑term rentals in town. Some residents said short‑term rentals

Saratoga has opted for a special use permit system to track rentals without imposing caps, while Encampment has enacted a temporary moratorium as it studies impacts on housing, safety, and property values. In Riverside, officials are considering a draft ordinance modeled on Pinedale’s rules, which include permits, safety requirements, and limits on non-owner-occupied rentals, though no action has been taken yet.


Mount Pleasant, SC

As cities prepare for the November renewal season, Mount Pleasant is highlighting major gains in short-term rental enforcement after modernizing its compliance system.

The town increased compliance from about 20% to near full participation by adopting a digitized program supported by Rentalscape software, enabling better tracking, permitting, and enforcement. With a capped permit system of 400 licenses, officials say improved data and automation have helped close the gap between regulation and enforcement.

Tulsa is considering increasing its hotel and short-term lodging tax from 5% to 9.25%, with a public vote potentially scheduled for August 2026.
