Veteran Scottsdale officer Eric Bolles now heads the city’s short-term rental task force, responding to the surge of noise and nuisance complaints from vacation properties.
Popular party setups like late-night hibachi dinners often draw calls, but Bolles favors education over immediate penalties—especially for first-time issues. With 4,000 STRs citywide, police logged 75 nuisance calls in March and issued 61 charges, mostly tied to licensing lapses.
The City of Manistee is moving forward with a proposed short-term rental ordinance that would establish new rules and zoning limits.
At its meeting, City Council will consider Ordinance 25-02 which would formally define and regulate short-term rentals, and Zoning Ordinance Z25-02 which would cap STRs outside of designated overlay zones at 165. STRs within the overlay would be exempt from the cap. A public hearing on the city’s 2025-26 budget is also on the agenda. The meeting begins at 7 p.m. Tuesday at City Hall.
Saugatuck’s City Council reviewed proposed changes to its short-term rental ordinance during its April 14 meeting focusing on how licenses are handled during ownership changes.
Amendments include a new process for late applications, limited transferability of licenses, annual proof of trust or corporate ownership, and conditions under which ownership interests can shift without voiding an STR license. The proposed rules aim to clarify continuity of licenses while preventing unauthorized expansions.

The Village of Spring Lake is weighing changes to its short-term rental overlay zone after a rise in complaints about beach access and parking. The Planning Commission recommends removing Rex, Monarch, and Dixie streets from the zone, limiting new STR registrations there.
Existing STRs would be grandfathered in under specific conditions. Officials say those streets have a high number of secondary homes and renters, which has caused tension with full-time residents. A public hearing and vote is set for April 21.

During a joint meeting, the village board and planning board discussed the impact of Airbnb-style rentals and how to address community concerns. Trustee Lisa Cove emphasized collaboration and community input, while local host Gene Cardamone pushed back, calling the proposed restrictions unnecessary in a quiet village like Pittsford.
