Daily Regulatory Notes 04/21/2026
Cities address STRs. Indian Rocks Beach, FL and Roscoe, NY review enforcement; Victoria, TX schedules public hearing; Meredith, NH reviews schedules meeting. READ MORE.

Indian Rocks Beach is pulling in record revenue from its short term rental enforcement push, collecting over $176,000 in registration fees and nearly $70,000 in fines so far in the 2026 fiscal year.

City Manager Ryan Henderson says the city now holds two special magistrate hearings per month targeting non-compliant properties, with the maximum $5,000 fine requested every time a property comes before the magistrate.
Victoria's City Council will hold a public hearing Tuesday on a proposed ordinance that would add a local hotel occupancy tax to short term rentals like Airbnb and VRBO.

The city currently relies on state level taxation for these properties, and the new local tax is projected to generate around $75,000 in additional annual revenue. The proposed ordinance would also standardize regulations for short term rentals operating within city limits, covering occupancy limits, neighborhood character and compliance with city, state and federal law.
Short term rentals in upstate New York's Catskill Mountain region are seeing strong demand and high nightly rates, driven largely by the area's reputation as a premier fly fishing destination.
Roscoe, nicknamed Trout Town USA, has seen its number of active STR listings nearly triple over the past five years, growing from 38 in March 2021 to 102 today, with average daily rates peaking at over $300 in peak summer months. Nearby towns like Andes and Athens are also drawing anglers and outdoor enthusiasts, with Athens commanding average nightly rates as high as $475 in August.
Meredith's short term rental program hit a snag as Selectboard members learned at the April 13 meeting that technical issues within the ordinance are slowing compliance and that the software system managing rental properties is presenting additional obstacles.
The town planner will appear before the board on April 27 to outline the specific challenges and offer potential remedies for consideration. The board took no immediate action, deferring the matter to the upcoming meeting where a fuller discussion on implementation solutions is expected.
