Virginia

Virginia insurance regulators are challenging Airbnb’s Host Damage Protection program, arguing that it functions as an insurance product that is being offered without the required state licenses.

Host damage protection, a part of AirCover for Hosts, provides Hosts with $3 million in coverage in the rare event your place or belongings are damaged by a guest during an Airbnb stay.

Officials contend that because Airbnb self-funds and administers up to $3 million in coverage for host property damage, cleaning costs, and lost income, it is effectively acting as an insurer. The state has given Airbnb until July 31 to negotiate a settlement or prepare for a hearing later this year, and is seeking fines and a suspension of the program unless it becomes properly licensed or secures an approved insurance carrier.


Polk County, NC

The Polk County Planning Board voted 5-2 to recommend denying a zoning amendment that would have allowed short-term vacation rentals in the RE-5 district, despite a proposal that included occupancy limits, parking controls, and local management requirements.

Supporters argued that short-term rentals are already permitted across most of the county and in surrounding zoning districts, while opponents said the restrictions help preserve the area’s low-density residential character. The recommendation now moves to county commissioners.


Palm Springs, CA

Palm Springs officials are continuing their review of short-term rental regulations this week as the Administrative Appeals Board hears three vacation rental enforcement cases involving registration suspensions, fines, and an appeal of a permanent operating ban.

In addition to ruling on the individual cases, the board is scheduled to review the city’s vacation rental ordinance and provide recommendations for potential updates to the City Council.


Newport Beach, CA

Newport Beach is expanding its Fourth of July enforcement plan with longer safety enhancement zones, tripled fines for certain violations, and a larger geographic area covered by the restrictions.

The city is leveraging expanded safety zones, street closures and increased authorities over short-term rental parties all in the name of keeping Fourth of July revelry safe and sane.

City officials also highlighted a new tool allowing the city to revoke short-term rental permits if holiday parties at rental properties become unruly. The measures come after last year’s holiday weekend produced dozens of arrests, and the city says it wants a more controlled, family-friendly atmosphere.

Santa Fe County, NM

Santa Fe County has launched a revamped short-term rental website and new complaint-reporting tools as part of an effort to improve compliance and oversight of both licensed and unlicensed rentals.

The update includes a 24/7 hotline, an online reporting portal, streamlined application and renewal links, and expanded public information on licensing requirements and occupancy rules. County officials say they continue to use monitoring software and third-party compliance tools to identify unregistered operators, while prioritizing education and voluntary compliance before pursuing enforcement actions.

Erie, CO

Erie is exploring both a new lodging tax and its first short-term rental regulations as officials prepare for the arrival of the Sundance Film Festival in nearby Boulder in 2027.

The proposed tax would apply to hotel and short-term rental stays of fewer than 30 days, with town leaders aiming to place a ballot measure before voters this November and potentially begin collections in January 2027.

Erie is collecting public feedback on the proposed tax as it works toward a potential ballot measure this fall.

Birmingham, MI

Birmingham city commissioners continued discussions on short-term rental regulations, reviewing enforcement efforts and providing additional direction to the planning board as it studies potential policy changes.

City officials reported issuing roughly 73 citations related to expired licenses, unregistered rentals, and other rental violations, while also working with Airbnb to remove unauthorized listings. Commissioners reiterated their interest in restricting rentals of fewer than 30 days citywide and indicated that rental density limits and incentives for long-term rentals are not current priorities. The planning board will continue its review, with ongoing updates expected at future commission meetings.
