Burbank, CA
Burbank City Council affirmed a city wide ban on short-term rentals. The discussion begins around 3:17:35 into the almost 6 hour meeting and lasts for ~95 minutes. The city council discussed increasing penalties and fines to encourage the ~400 unpermitted short-term rentals to come into compliance. The problem is the city’s current ordinances provide almost no proactive enforcement opportunities. Council requested staff to come back with additional info on what surrounding cities have done to increase fees and improve compliance.
Councilmembers debated the best process to enforce short-term rental rules. The existing framework allows residents to report a noncompliant home, triggering a code enforcement investigation which can result in a $100 fee.
“Even though our fee is $100, which is nothing, I really would love to see what other cities have done, or if they’ve increased their fees. There is an option of adding additional fees,” Councilwoman Zizette Mullins said at the meeting.

Warren, VT continues work on Short Term Rental ordinance that if passed would require properties to register. The agenda for the Selectboard’s September 24 meeting is light on details, listing only “Short Term Rental Review / Discussion” for 7:10 PM after the meeting opened at 6:30. At Tuesday night’s meeting, board members moved meticulously through the draft ordinance, which was written by the town’s planning commission last spring, making a series of changes – including a rewrite of the ordinance’s purpose.
