Birmingham Still Debating STR Rules After Two Years


Birmingham Postpones STR Vote, Enforcement Questions Loom

Birmingham’s City Council postponed a vote on short-term rental regulations Thursday, extending a debate that has lasted nearly two years.
Councilor Darrell O’Quinn moved to delay the decision until May, saying staff needed to address missing elements. Councilor Brian Gunn asked that the matter be sent to community development to examine housing impacts. “How does this impact our housing strategy in the city of Birmingham?” Gunn asked.
Councilor Hunter Williams worried the referral would slow progress. “I’d like the whole council to make a collective decision,” he said.
Council President Wardine Alexander said the council’s responsibility is to balance quality of life with economic benefits. “We want to get it right,” she said.
The proposal would ban STRs in single-family neighborhoods, limit them elsewhere, and require a responsible party within 10 miles. Homeowners have raised concerns about property values and crime. Gunn noted that 65% of STRs are in single-family districts—more than 700 homes.
Zoning administrator Kimberly Speorl reported 1,134 STRs citywide as of August 2025. She said Airbnb generated more than $90 million for the metro economy, part of a $2.57 billion impact from 4 million visitors to Jefferson County in 2024.
Councilor Josh Vasa said residents feel unsafe. “We’ve had folks in District 3 move out … because of short-term rentals,” he said. “The greatest concern … is the enforcement piece.”

O’Quinn said Birmingham is “playing catch up” but can learn from other cities. “Are there places where we want to not allow them? Or do we want to move forward as we are now, where they’re allowed pretty much anywhere?” he asked.
Nearby municipalities have prohibited STRs, though listings remain online. “There are places that say they’re regulating them but not really,” O’Quinn said.
The May meeting will be critical in deciding whether Birmingham enacts strict limits or crafts a compromise that balances tourism, housing, and neighborhood stability.
