Brighton and Hove Bids to Become England's First STR Licensing Pilot City

Brighton and Hove City Council is lobbying the UK government to make it one of the first local authorities to trial a short-term rental licensing scheme. The council's Place Overview and Scrutiny Committee meets at Hove Town Hall on 24 March 2026 to advance the proposal.

Why Brighton Is Pushing for This
The city estimates between 2,000 and 6,000 homes are operating as short-term lets removing them from the long-term rental market. Private rents hit an average of £1,833 per month in January 2026 and Brighton ranks 23rd nationally for homelessness. The council has already introduced planning restrictions banning full-time short-term letting in new-build homes.

What the Scheme Would Require
Under the proposed licensing framework operators on platforms would need to submit documented evidence of health and safety compliance including gas certificates, electrical reports and fire risk assessments. Properties must also be registered as businesses with arrangements confirmed for waste, insurance and parking. No night cap is proposed.

The National Scheme Behind the Bid
Brighton's proposal piggybacks on the government's national short-term let registration scheme overseen by the Department for Culture Media and Sport. The tourism minister confirmed the scheme would launch in April 2026 on a voluntary basis before moving to mandatory registration. As of March 2026 the government platform is still under development and full rollout may slip to late 2026 or early 2027.

The 24 March committee meeting is the first procedural checkpoint. A positive vote advances Brighton's formal application to central government where selection as a pilot authority remains subject to platform readiness and ministerial approval.
