Craig Council Advances Short‑Term Rental Ordinance After Year of Public Input

The Craig City Council has taken a step toward regulating short‑term rentals (STRs) within city limits, approving the first reading of a proposed ordinance that would establish registration requirements, occupancy limits, and other standards for properties listed on platforms such as Airbnb and VRBO.

Public Works Director Danny Paul told council members the ordinance reflects more than a year of community engagement, including surveys, focus groups, and public meetings. “We’ve had extensive outreach to both property owners and residents to make sure the ordinance reflects local concerns,” Paul said.

Under the proposal, all STR operators would be required to register with the city for a one‑time fee of $75. Unlike some municipalities, Craig would not impose an annual renewal fee. The ordinance would allow STRs in all zoning districts and does not set a cap on the number of units permitted. Officials said the registration system is designed to give the city a clear record of STR activity while minimizing administrative burdens on hosts.

The ordinance sets occupancy limits of two people per bedroom plus two additional occupants per unit. Minimum off‑street parking standards would apply in most areas, intended to reduce congestion and neighborhood disputes. Another key requirement is the designation of a local responsible party who can respond to issues or complaints related to the rental.

Council members noted that STRs have become increasingly common in Craig, reflecting broader tourism trends across Colorado. While STRs provide income for property owners and lodging options for visitors, residents have raised concerns about noise, parking, and neighborhood stability.

Paul said the ordinance seeks to balance those interests. “We want to support tourism and property rights, but also make sure neighborhoods remain livable,” he said.

Residents participating in focus groups expressed frustration with unregulated rentals, citing late‑night disturbances and parking conflicts. Others emphasized the economic benefits of STRs, saying they bring visitors who spend money at local businesses.

Council members said the proposal represents a compromise, allowing STRs broadly but under clear rules.

If adopted, the ordinance would give city staff authority to enforce registration and occupancy rules. Complaints would be directed to the designated local contact, with city staff stepping in if issues are not resolved.

Officials said enforcement will be critical to the ordinance’s success. “It’s not just about passing rules — it’s about making sure they’re followed,” Paul said.

The ordinance must pass a second reading before becoming law. Council members said they expect continued public input before final adoption.

Mayor Chris Nichols noted that the ordinance is part of a broader effort to modernize city regulations. “We’ve heard from residents on both sides of this issue,” Nichols said. “This ordinance gives us a framework to manage STRs responsibly.”
