Decatur Moves Toward Strict Short-Term Rental Rules
Decatur has approved a landmark ordinance that redefines short-term rentals in the city. Ordinance No. 26-4633 lays out detailed rules for hosts, guests, and neighborhoods, with the goal of balancing economic opportunity with community quality of life.



All short-term rental operators must now obtain an annual certificate costing $500. Properties undergo inspections by both a building inspector and fire marshal. Rental agents must live locally, complete an education course, and carry insurance.
Density limits prevent clusters of rentals in residential areas. No more than three can operate within 1,000 feet, and no more than two can sit side by side. Citywide, the cap is 135 rentals per year.
Operational rules are strict:
🛏️ Occupancy capped at twice the number of bedrooms, max four bedrooms.
🚗 At least two off-street parking spaces plus one per bedroom.
🏘️ Rentals must last at least 24 hours but no longer than 29 days.
🍽️ No commercial events or meal service allowed.
Homestays, where owners remain on-site, face additional requirements like shared access to common areas.
Enforcement is tough. Violations mean $500 fines, and hosts must respond within 30 minutes. Three complaints in a year revoke a certificate, with a three-year wait before reapplying.
