Des Moines Finally Hits ‘Go’ on Short-Term Rental Rules

Des Moines is stepping into the short-term rental era with a brand-new ordinance designed to rein in a growing, largely unregulated industry. At the Sept. 4 City Council Study Session, councilmembers unanimously advanced the city’s first comprehensive STR rules to a second reading — signaling a major shift for local hosts and neighbors alike.
Until now, Des Moines had no formal regulations on STRs or “amenity rentals” — the backyards, pools, and outdoor spaces increasingly rented by the hour. Thursday’s meeting made it clear the city is intent on catching up. The proposed ordinance introduces a permit system with clear expectations around occupancy, bookings, parking, and guest conduct. Anyone operating an STR without a permit would face civil infractions, and every rental would undergo a one-time safety inspection to ensure it’s up to code.

A standout feature: property owners must send a form letter to neighbors before launching rentals, giving nearby residents a direct line of contact if problems arise. It’s a proactive move that councilmembers say balances entrepreneurial opportunity with community peace of mind.

Amenity rentals — a newer phenomenon — aren’t included yet. The council heard testimony that pool and yard rentals are on the rise nationwide but still largely unregulated. Des Moines plans to continue studying how other cities approach them. With Washington State hinting at future legislation on pool rentals, the city is poised to adapt once state guidelines are in place.
