Heber City’s New STR Rules Say It Loud: Respect the Neighborhood

Heber City is rolling out a fresh batch of short-term rental rules—and they’re putting both guests and property owners on notice: play nice, or face the consequences.

The city’s new ordinance, approved after months of community debate, aims to create clear, enforceable standards for STRs while giving operators and neighbors a little peace of mind.

“This is really saying, look, we want you to be a good neighbor,” said Tony Kohler, Heber’s community development director. “We’re going to aggressively enforce the law, and your neighbors are watching you.”

Among the biggest changes? Occupancy limits have been adjusted to a maximum of 16 people—or fewer, depending on the property’s size (capped at one lodger per 200 square feet). This marks an increase from the previous limit of 12 but is meant to strike a fair balance between maximizing larger properties and avoiding party-house chaos.

Quiet hours are now officially set from 10 p.m. to 7 a.m., and street parking is off the table for STR guests. To make things extra clear, the city will now require all STR properties to post visible signage inside and near the entrance, outlining guest expectations. The sign will remind guests not to gather outside after 10 p.m., and warn that public drinking, vaping, or blasting music could prompt a visit from local law enforcement.

But it’s not just guests who’ll be held accountable. Property owners now face tighter oversight too—they must live within 10 miles of the rental and pass fire and health inspections. The intent? To keep operators involved, reachable, and responsible for what happens under their roofs.

The ordinance is a result of intense community input, sparked by a heated City Council meeting back in October 2024. That earlier draft included even stricter rules, like banning hot tub use after 9 p.m.—a proposal that drew strong pushback from property managers.

Fast forward to now, and councilmembers say the updated version is proof that collaboration works.

“If you are upset with something the city is doing and you show up with the attitude of collaboration, this is a great example of what can happen,” said Councilmember Aaron Cheatwood.

All in all, Heber’s new STR rules are a nudge toward shared responsibility—with a healthy dose of neighborly respect. As summer tourism ramps up, Heber’s message is simple: enjoy your stay—but don’t forget the folks living next door.
