Nusa Penida Cracks Down on Unlicensed Accommodations

Here's the wake-up call for Nusa Penida's accommodation scene: no more flying under the radar. This Indonesian paradise just dropped new rules requiring every single accommodation on the island (yes, every single one) operates with proper licensing by 2026. Currently, a whopping 90% of accommodations on Nusa Penida are running without official permits.

This wasn't a sudden decision. The regulatory groundwork was laid April 23, 2024, when Klungkung Regency enacted Perda No. 3/2024, establishing a comprehensive tourism development framework. This master plan set quality standards and sustainable tourism protocols for the entire region, including Nusa Penida.

The enforcement timeline accelerated quickly.

By May 31, 2024, local authorities publicly acknowledged the accommodation problem: too many properties operating without permits, cutting corners on safety, and contributing to uncontrolled tourism expansion. The announcement was clear: tightened licensing enforcement was coming.
June 2025 brought institutional muscle with the formation of a Tourism Governance Task Force dedicated to quality control and illegal accommodation oversight. This wasn't symbolic; it was operational.
September 2025 saw officials issuing public compliance warnings, explicitly calling out short-term rental operators to formalize operations, secure proper permits, and adhere to zoning regulations.

ASITA (Association of the Indonesian Tours and Travel Agencies) Bali and Klungkung officials met December 13 to address Nusa Penida tourism plans.

As of January 2026, reports confirm authorities are actively pursuing their 100% licensing goal. The regulatory pressure is real, systematic, and escalating.
