Currently, a whopping 90% of accommodations on Nusa Penida are running without official permits.

This wasn't a sudden decision. The regulatory groundwork was laid April 23, 2024, when Klungkung Regency enacted Perda No. 3/2024, establishing a comprehensive tourism development framework. This master plan set quality standards and sustainable tourism protocols for the entire region, including Nusa Penida.

ASITA (Association of the Indonesian Tours and Travel Agencies) Bali and Klungkung officials met December 13 to address Nusa Penida tourism plans.
