With the 2026 FIFA World Cup set to bring hundreds of thousands of visitors to the Kansas City metro, the city of Lee’s Summit had a choice to make: loosen its short-term rental rules for two months or keep things as they are. On October 7, the council decided to stick with the current playbook.

Deputy Development Services Director Amy Nassif briefed the council on staff recommendations, suggesting that a temporary permitting system could help the city track STR activity, collect transient-guest taxes, and strengthen enforcement. Right now, Lee’s Summit has 23 licensed short-term rentals, but staff estimates that 60–70 are active, meaning many operate without official oversight.

Some councilmembers saw opportunity; others saw risk. Councilmember Shields argued that easing requirements briefly could bring more hosts into compliance and help the city gather data. “If you get as many of them to follow the rules and get the license as possible, it’s a lot less that you need to try to chase down,” he said.

But others weren’t buying it. Councilmembers Lovell and Hodges voiced concerns about potential “party house” behavior and enforcement headaches. “If I have a rowdy person during this time…what’s the expectation I can have as a neighbor?” Lovell asked. Safety and accountability, Hodges emphasized, had to come first.

After weighing the pros and cons, Mayor Baird confirmed the council’s consensus: no temporary relaxation of STR rules for the June–July 2026 period. City staff will instead focus on fixing existing code inconsistencies and cross-training departments to handle STR enforcement more efficiently.

With 450,000 to 650,000 visitors expected across the region, Lee’s Summit may feel the lodging squeeze—but leaders say protecting neighborhoods and maintaining order come before short-term profits. For now, the city’s message is simple: the rules stand, no matter how big the event.
