Madera County Charts a New Course for Airbnb & Vacation Rentals

Short-term rental operators in Madera County might soon have to follow a new set of rules designed to bring order and peace to neighborhoods impacted by the growing vacation rental trend.
County officials have introduced a proposed ordinance that would create a structured permitting process for short-term vacation rentals (STVRs) listed on platforms like Airbnb and Vrbo. The goal? To rein in disruptive rentals while supporting the local tourism economy.

The draft ordinance would require all STR operators to obtain a dedicated STVR permit which is non-transferable alongside the usual business license and transient occupancy tax certificate. It also spells out operational requirements, including:
âś… Maximum guest occupancy
âś… On-site parking provisions
âś… Strict noise limits
âś… Proper waste management
âś… Fire safety compliance
These standards are a direct response to community concerns about late-night noise, traffic bottlenecks, and public safety issues.
Until now, Madera County had few regulations for short-term rentals leading to uneven enforcement and growing tension between residents and rental operators. The new framework aims to correct that by giving the county tools to hold hosts accountable and enforce compliance through administrative means.

County officials stress that the ordinance isn’t anti-tourism. In fact, they say it’s designed to preserve tourism’s positive impact while minimizing its downsides. With clear rules, both hosts and neighbors can enjoy a better quality of life.
The proposed ordinance has not yet been voted on. The Board of Supervisors will gather public feedback before making a final decision—so if you’ve got something to say about STRs in your neighborhood, now’s the time to speak up.
