A Win for Balance: Manteno Passes a Leaner, Clearer Short-Term Rental Ordinance

The Village of Manteno is moving ahead with a new short-term rental licensing system — but only after reworking key parts that residents and trustees alike felt went too far.

On November 17, 2025, the board passed Ordinance 25-25, amending Title 3 to add a full chapter on STR operations while eliminating three controversial requirements: a local hotel-tax reference, a mandate to record and store license-plate information, and a ban on same-day turnovers.

Public feedback helped shape the final version. Resident Tiffany Parpart told the board she was surprised to see hotel-tax language included without prior discussion and argued that collecting license-plate numbers and additional guest data posed an unrealistic and intrusive burden. She also warned that the 24-hour vacancy rule which would have barred hosts from welcoming new guests the same day one group checks out could eliminate “30 to 40%” of income for many operators.

Trustees weighed those concerns against the ordinance’s broader goal: providing enough oversight to prevent problem rentals without crushing responsible hosts. Trustee Geske noted that taxation had never been part of the committee’s work and immediately moved to strike the tax language. He also supported removing the license-plate requirement. Other trustees said they still want strong enforcement tools, pointing to a recent police call involving ammunition found near a rental, but agreed the initial draft needed refinement.

Village Administrator Chris confirmed the draft had been shared earlier, though several trustees admitted they hadn’t reviewed it in full detail. Trustee Boudreaux and others said substantial future adjustments should likely go back to committee for a more careful, collaborative process.

The board ultimately voted to remove sections 3-25-7B, 3-25-8J, and 3-25-8B before approving the ordinance unanimously. With those deletions, Manteno’s new STR rules now allow same-day check-in and check-out, eliminate the proposed hotel-tax language, and avoid requiring hosts to collect sensitive guest data.

Fines, license-suspension options, and enforcement steps remain in place, giving the village tools to address nuisance rentals. Officials say the updated version strikes a healthier balance between neighborhood protections and operational flexibility for hosts.

As the clerk prepares the final amended language for publication, trustees emphasized transparency and continued community involvement.
