A New Story for an Old Library: Norfolk Approves STR-Friendly Zoning Change

Norfolk’s former Carnegie Library is getting ready to write its next chapter, and this time, it’s all about welcoming short-term guests while preserving a beloved landmark. The Norfolk City Council has officially approved a zoning change that clears the path for the 1910 building at 803 W. Norfolk Avenue to become a flexible short- and mid-term rental space—breathing new life into a property that has sat vacant for years.

The Norfolk City Council has given its blessing for a zoning change for the old Norfolk Carnegie Library at 8th Street and Norfolk Ave., from commercial to residential.

The project is led by Norfolk native Aubrey Michel Fisher, owner of Carnegie Library Lofts LLC. Fisher, now living in Denver, returned to her hometown with a vision: preserve one of Norfolk’s most recognizable historic buildings while transforming it into a unique lodging option that draws more visitors downtown. With the council’s unanimous approval, her plan is now set in motion.

At this week’s public hearing, Fisher emphasized that maintaining the building’s historic character is at the heart of the project. She said the interior will embrace a “dark academia” charm, books everywhere, cozy corners, and the feel of stepping back into the early 1900s. For short-term renters, that means a stay that’s more than just a place to sleep; it’s an experience rooted in Norfolk’s heritage.

The zoning shift from C-3 (service commercial) to R-3 (multiple-family residential) allows the property to operate legally as a hotel-like short-term rental facility. Fisher’s plan includes two upstairs units—both two-bed, two-bath layouts—and two basement units that may become a three-bedroom and a one-bedroom space. These flexible options are designed to suit travelers looking for Airbnb-style weekend stays as well as mid-term guests like traveling nurses or visiting executives who may need a home base for several weeks.

Fisher explained that one major goal is to support Norfolk’s local businesses by bringing more visitors close to the heart of the city. As she described it, the building acts as a “gateway” into downtown, offering guests the convenience of walking to nearby shops, restaurants, and civic spaces.

During the hearing, council president Frank Arens voiced strong support, noting it will be good to see something finally fill the long-vacant structure. Councilman Jim Lange added that the change fits seamlessly into the surrounding neighborhood, which already blends residential properties with small businesses and civic sites.
