STRs in Oakley: Opportunity or Oversight Headache?


Should downtown Oakley open its doors wider to short-term rentals? That’s the question city officials grappled with on April 8 during a planning and zoning work session, where short-term rental (STR) policies sparked a spirited debate among council members.

Right now, Oakley allows STRs throughout the city — but with strings attached.

đź“‘ All STRs must be hosted, meaning the owner has to live on-site during guest stays. Unsupervised rentals, often referred to as vacation rentals, are not allowed. Additionally, stays are capped at 30 days.

The twist? These rules apply uniformly, and there’s no special designation for downtown. Councilmember Aaron Meadows wants to change that. He’s championing the idea of more downtown STRs to revitalize the area.

“We’re trying to bring more people downtown, support restaurants and entertainment. STRs could help with that — plus, we’d benefit from the occupancy tax.”

But not everyone’s convinced. Councilmember Anissa Williams raised the alarm about limited enforcement tools. The city has no active oversight system and relies on resident complaints to identify violations. That kind of reactive system could easily be overwhelmed if STRs expand downtown.

Williams also expressed concern about affordability. She warned that a surge in STRs could push out lower-income residents and allow out-of-town investors to snatch up homes — a pattern seen in other cities.

“I don’t want to lose our housing for someone who doesn’t live here,” she said.

Councilmember George Fuller voiced worries about STRs becoming a cover for undesirable commercial activity, though he didn’t specify details. Meanwhile, Mayor Shannon Shaw proposed a potential solution: software to track STR listings and flag violations. Councilmember Hugh Henderson joined Meadows in supporting more STRs downtown but echoed the need for accountability.

While no decisions were made, the discussion makes one thing clear — Oakley is eyeing a possible shift in how it manages short-term rentals downtown.
