Commissioners Stress Public Input as Person County Shapes STR Policies

Person County Puts Residents First in Short-Term Rental Talks

Person County is taking a deliberate, community-centered approach to shaping its short-term rental policies. At the September 15 commissioners meeting, officials zeroed in on how to handle public hearings about the Unified Development Ordinance (UDO) — including proposed rules for short-term rentals (STRs). The goal? Make sure residents’ voices echo at every step before the board takes any final votes.
A major takeaway from the meeting was the decision to have both the planning board and the commissioners hold public hearings. This two-stage process means residents who testify before the planning board will also have the opportunity to present their concerns directly to the commissioners — the group with final decision-making power. Commissioners said the arrangement would help enhance transparency, improve trust in government, and give the public a clear avenue to shape STR rules.

But the conversation wasn’t only about hearings. Commissioners also tackled one of the thorniest issues in the short-term rental debate: enforcement. Several members acknowledged that while it’s easy to draft restrictions on paper, some provisions may be nearly impossible to monitor or enforce in practice. That reality, they said, should guide which elements make it into the final UDO.
By tying STR regulations to a robust public input process, Person County leaders are signaling they want policies that work for everyone — residents, hosts, and the county itself. The next step will involve moving forward with the public hearings to gather more feedback on the proposed UDO language and fine-tune the details. For now, the message from commissioners is clear: Person County won’t set its short-term rental policies in stone without letting the community have its say.
