Pullman’s STR Shakeup: New Rules Drop June 1st

After nearly two years of back-and-forth, the Pullman City Council has voted 4–2 in favor of new short-term rental (STR) regulations, bringing big changes to how platforms like Airbnb operate in the city. The new rules officially take effect on June 1st giving local hosts just a few weeks to get in compliance.

Previously, Pullman only recognized 14 legal short-term rentals—despite hundreds appearing on Airbnb’s site. The old system required operators to obtain a Conditional Use Permit and banned STRs entirely in R1 single-family residential zones.

The newly passed ordinance tosses that system out. Under the updated rules, STRs are allowed in all zoning districts—even R1—as long as the unit is no larger than a duplex.

Here’s what STR operators in Pullman will now need:

  • A business license
  • An approved emergency evacuation plan
  • Lighted emergency exit signage
  • Working smoke and carbon monoxide detectors
  • Occupancy limits, and a city inspection before operation
  • A permit just to advertise your STR in Pullman

The upfront permit fee is $200, though annual renewals will be free.

The decision wasn’t without controversy. Councilmembers Trymaine Gaither, Megan Guido, Eric Fejeran, and Carla De Lira voted in favor, arguing the regulations add much-needed structure and safety. Meanwhile, Councilmembers Nathan Weller and Pat Wright opposed the plan. Weller labeled it “government overreach,” suggesting the city should focus more on long-term rental issues instead.

Public comment was closed at this week’s meeting, per state law, since residents had previous opportunities to weigh in. That didn’t stop the ordinance from stirring up conversation in the community—and likely more to come.
