Rapid City Opens the Floor on Vacation Rental Rules

Rapid City is putting vacation rentals under the microscope—and the public is invited to weigh in. On Thursday, July 24, from 2–4 p.m., the city’s Community Development Department will host an open house in the Circle of Friends Community Room at City Hall to go over a draft ordinance that could reshape how short-term vacation home rentals operate within city limits.

The proposal stems from months of feedback and research. According to Marlo Kapsa, Planning Projects Division Manager, the draft ordinance is the result of both local community engagement and best practices from other cities nationwide. In other words, it’s a tailored blend of Rapid City’s unique needs and what’s worked elsewhere.

The draft aims to address a growing need for clearer regulations around vacation rentals—likely tackling things like licensing, enforcement, neighborhood impacts, and zoning (though specifics haven’t been released yet). The city has been gathering input over time, and this open house offers residents a fresh chance to have their voices heard before the ordinance heads to the Planning Commission and City Council.

And yes—this is only the beginning. After Thursday’s event, officials will open the floor again during formal public hearings expected in August or September. So if you miss the open house, you’ll still get a shot at chiming in.
