Rapid City Opens the Floor on STR Rules

Rapid City is officially putting short-term rentals under the microscope.

Last Thursday, the city’s Community Development Department invited locals to weigh in at an open house about newly proposed vacation home rental regulations. And by the looks of it, the city is taking a deliberate, community-first approach before locking in any new rules.

The draft ordinance didn’t come out of nowhere. It was shaped by a city-appointed steering committee that dove deep into public feedback and national best practices. According to Marlo Kapsa, Planning Projects Division Manager, the goal is a balanced ordinance that respects both neighborhood peace and the growing demand for short-term rentals.

So what’s next? The proposal is heading to the Planning Commission and eventually the City Council. That means we're still in the early innings—and there's plenty of time for residents to chime in. Expect more public hearings in the coming months, where community members can make their voices heard.

Bottom line: Rapid City isn’t rushing into regulation. Instead, it’s opening the door for thoughtful, locally informed policies that could serve as a model for other cities navigating the tricky waters of short-term rentals.
