Vacation rentals may be booming, but Redding isn’t just rolling with the tide—they’re trying to steer the ship.

This week, the Planning Commission tackled a hot topic: should apartment buildings be allowed to host short-term rentals?

Here’s the scoop: Back in 2023, Redding laid down the law limiting STRs to 400 units and banning them from duplexes and apartments in the Downtown Mixed Use District. Those rules came in response to skyrocketing demand after the pandemic, and the city wanted to protect housing for locals.

Now, a new recommendation is on the table. The proposed rule would allow STRs in apartment buildings—but cap them at 50% of units per building.

Development Services Director Jeremy Pagan shared this proposal, hoping to strike a balance between flexibility and preserving community character.

Commissioner Brandi Greene wasn’t sold. Her concerns? Too many STRs in one place could tip the scales away from livable neighborhoods.

“Entire buildings turned into vacation rentals… that looks a lot more like a boutique hotel,” she said.

Still, the commission gave the green light to the recommendation with the 50% cap intact. Commissioner Aaron Hatch backed the move, citing the financial benefits STRs bring. Taxes from rentals go straight into the city’s general fund, helping support services everyone relies on.

The next stop? City Council. If they approve, this could mean more STRs popping up in apartments. With around 225 STR permits still open, the city’s still got room to grow, but it's making sure growth is smart, not scattered.
