STR Regulations Postponed as Voters Clash Over Community Impact

Sandwich voters showed up in force Monday night, but when it came time to tackle short-term rentals, they just couldn’t reach consensus. The much-anticipated Article 19, aimed at tightening rules around short-term rentals, was indefinitely postponed after a flurry of debate highlighted how complex—and contentious—this issue has become.

At the heart of the discussion: How to manage the impact of STRs on neighborhood life and town infrastructure.
Residents expressed concern over everything from limited parking and overstuffed trash bins to overloaded septic systems and noisy weekends. Others defended short-term rentals as essential income sources for retirees, small business owners, and families trying to make ends meet.
The debate came with proposed amendments intended to fine-tune the article, but instead of clarifying the path forward, they underscored the lack of consensus. With the room clearly divided, voters chose to table the article rather than push forward with a flawed or divisive plan.

This postponement leaves Sandwich without a formal regulatory framework for STRs, even as listings continue to grow. It’s a point of frustration for some residents who see STRs as eroding neighborhood stability, while others argue that overregulation could stifle tourism and economic growth.
Meanwhile, ADUs—another hot topic at the meeting—had a smoother ride. Voters passed Articles 17 and 18, both aimed at aligning local bylaws with the state’s Affordable Homes Act, with wide margins.
The contrast was stark: more permanent, long-term housing options like ADUs seem to sit better with the community than the transient nature of short-term rentals.

It’s clear that Sandwich isn’t done talking about STRs. The indefinite postponement buys time for more input and better planning, but it also leaves a regulatory vacuum that could frustrate both hosts and neighbors alike. Expect this topic to return to the agenda sooner rather than later.
