Skokie Launches Pilot Program to Regulate Short-Term Rentals

Skokie’s Short-Term Rental Pilot Program Begins
Village Board votes 5-1 to regulate short-term rentals with new licensing requirements.

Skokie moves forward with a pilot program to regulate short-term rentals, giving the village new authority over properties listed for fewer than 30 days. In a 5-1 vote, trustees give the green light to Ordinance No. 26-4633, a law that sets strict limits on rentals listed on platforms like Airbnb.



Trustees Keith Robinson, Jim Iverson, Lissa Levy, Alison Pure Slovin, and Kimani Levy vote in favor, while Trustee Gail Schechter votes against. Mayor Ann Tennes supports the move, saying it’s time to put regulations in place so residents living near short-term rentals can finally see protections.
Under the ordinance, owners must register their rental by April 1. Registration requires a $1,200 operator license, at least $2,450 in fees, completion of a village training program, a building inspection, and notification to neighbors within 250 feet. The law takes effect May 1.
The ordinance sets strict limits:
📖 Maximum of 18 bookings per year.
📆 Minimum stay of five days.
🏘️ Only one rental per block unless grandfathered.
✒️ No new investor-owned rentals allowed.
Community Development Director Johanna Nyden says the law finally gives Skokie enforcement tools. “We have no teeth right now,” she explains, noting that complaints about noise and signage often go unresolved.
Violations carry escalating fines: $500 for the first, $1,000 for the second, and $1,500 for the third.
Village Manager John Lockeby can also revoke a license after a hearing with just five days’ notice. Owners and residents may appeal to the Village Board.
The pilot program runs for 18 months, with reviews at six, 12, and 18 months. Fees are nonrefundable even if the program ends early. Trustees acknowledge the ordinance may need adjustments, with some questioning whether the 18-booking limit is too strict.
