Solvang Seeks Balance in Short-Term Rental Debate

The Solvang City Council’s August 11 meeting put the spotlight on short-term rentals (STRs) once again, as leaders wrestled with how to support tourism without sacrificing the character of local neighborhoods. At the heart of the debate: where, how, and under what conditions these rentals should be allowed.

Council members leaned heavily on the idea of keeping non-owner-occupied STRs contained within the Village Mixed Use (VMU) zone. The reasoning was straightforward—tourist-heavy areas already blend commercial and residential spaces, making them better suited to handle visitor turnover. By contrast, spreading rentals across traditional neighborhoods could spark conflicts over parking, noise, and a general erosion of community feel.

Still, Solvang isn’t slamming the door completely. A compromise was floated in the form of “homestays”—where owners remain on the property while hosting guests. This would allow a gentler form of STR outside the VMU zone, ensuring locals still feel a sense of oversight and continuity in their communities.

The council also weighed guardrails like occupancy caps, tighter enforcement, and restrictions on new construction intended for STR use. Party houses were flagged as a major concern, with council members stressing the importance of enforcement to stop homes from being turned into noise nuisances.

By the end of the meeting, the council directed city staff to start drafting an ordinance that cements these ideas into policy. The initial focus will be VMU-only STR allowances, with homestays outside the zone explored under specific conditions.

The tone of the discussion made clear that Solvang is searching for middle ground. Leaders recognize the economic benefits of STRs but want to avoid tipping the scales too far against residents. More detailed rules are expected to surface next month as the draft ordinance takes shape.

For now, it’s a waiting game—but one that sets the stage for a new chapter in Solvang’s ongoing STR story.
