Short-Term Rental Rules Shot Down in Union, but the Debate Isn’t Over

On June 10, the town of Union, Maine voted down a proposed ordinance that aimed to regulate short-term rentals marking a significant moment in the ongoing debate over how small towns manage vacation rental activity.

With 597 residents showing up to vote at the annual Town Meeting, the short-term rental ordinance was defeated 295 to 257.

The proposed policy would have required STR operators to register their properties with the town and undergo inspections to ensure compliance with local safety and zoning standards. It also included eligibility requirements for those serving on the planning and zoning boards.

While some voters supported the ordinance as a way to promote safety and accountability, opponents argued it placed unnecessary restrictions on property owners. The narrow margin—just 38 votes—suggests a divided community grappling with how to balance private property rights with the broader impacts of the short-term rental market.

Union’s defeat of the STR ordinance places it among many small towns that are still navigating how to approach the growing popularity of platforms like Airbnb and Vrbo. Unlike cities with more robust enforcement systems, rural communities like Union often face challenges in monitoring and regulating STR activity effectively.

The issue of short-term rentals is likely to reemerge in future discussions. Though the ordinance did not pass this time, the close vote highlights growing awareness and concern about STRs’ role in the community—especially as seasonal demand continues to affect housing availability and neighborhood dynamics.

The next steps remain unclear, but Town officials may revisit the ordinance in a revised form or seek additional public input. For now, short-term rentals in Union remain largely unregulated at the local level.
