The Beverly Hills City Council voted 4-0 on October 20 to direct staff to draft an ordinance and resolution that would let up to 44 condominiums at the One Beverly Hills development be rented for stays as short as one night through the Aman hotel, creating an exception to the city’s ban on residential rentals shorter than 12 months. Formal approval is scheduled for November 10 and until then the project’s existing approvals, which bar rentals shorter than 180 days stay in place.

How the Residences Rental Program would work
Under the staff report for the October 20 hearing, any condo owner could enroll a unit in an Aman-run rental pool or opt out at any time with no more than 44 units rented on any given night. All reservations would go through Aman and the units could not be listed on third-party rental platforms. Aman would also have to submit a plan to the city’s community development and finance directors showing how rentals are tracked, reported and taxed.
Council members asked for a yearly limit on the days each condo can sit in the pool and a minimum nightly rate above comparable hotel rooms although no figures were set.

Tax treatment and expected revenue
An amendment to the project’s development agreement would apply a combined 19% charge to every stay under one year. Stays of 1 to 30 nights would pay the city’s 14% transient occupancy tax plus a 5% municipal surcharge while stays of 31 to 364 nights would pay a 19% surcharge alone. City Manager Ryan Gohlich estimated the program could bring in $10 million to $20 million a year.

Planning Commission split and opposition
The Planning Commission split 2-2 on the rental program on August 27 which counted as a recommendation against it by default. The Peninsula Beverly Hills, the hotel next door, has argued the city’s rental rules should apply equally to all residential property and both the hotel and developer Cain International asked to keep the hearing open while they negotiate.
Councilwoman Rebecca Pynoos said she would support the program despite major concerns but wants the council to revisit the 12-month ban for residents who need supplemental income.

What it means for other properties
Every other home remains under rules that prohibit short-term rentals in all single-family and multifamily units with fines of up to $5,000 per day. City staff noted the 2025 ordinance leaves rental rules in specific plan areas to each plan, so similar requests would be reviewed case by case. That ordinance also faces a federal lawsuit filed August 31 by the Beverly Hills Vacation Rental Alliance.
