Phoenix, AZ
Members of the City Council and Mayor are frustrated with the ADU law passed by the Arizona Legislature last session that required cities with populations over 75,000 to allow multiple ADUs per lot and allow them to be rented as short-term rentals.
“So when you make your property a short term rental, you're making it available to people that might not necessarily live in the city of Phoenix. Peachtree, GA
During its October 3 work session Peachtree City Council discussed amendments to its zoning ordinances to introduce short-term rental permitting. Initial discussions around the proposal indicated it could limit permits to 1% of the housing stock which currently would place the cap at ~135. There will be a public hearing on October 17 to get more feedback from the community.
If the draft were adopted, a short-term rental permit would be required by operators, according to Cailloux, with a limit as to how many permits the city would issue per year.
“[The limit] would be one percent. We recently got our tax accessor data back and so I have updated this number to reflect the number of residential structures that are in the city right now. One percent of that would be 135 maximum permits,” Cailloux said.
Cailloux noted that prior operators of a short-term rental before the adoption of the ordinance have the first opportunity to receive a permit. - PTC Council Debates STR Ordinance

Hattiesburg, MS
City Councilmember Jeffery George requested an agenda item for discussion of a possible short-term rental ordinance during the its October 7, 2024 meeting.
“We want to just set those guidelines up and make sure people are informed about how to go about starting a short-term rental if they would like to, but also, protecting the neighbors to make sure if they have an issue with the short-term rental, realizing that they have an outlet to voice those concerns,” said Jeffery George.
City Council President Jeffrey George says currently there are no ordinances in place for short-term rentals, but he feels these kinds of rentals could be beneficial to the city. - City of Hattiesburg looks at creating ordinances for short-term rentals
Isle of Palms, SC
The Isle of Palms City Council has endorsed an ordinance title “A Resolution of the City of Isle of Palms, South Carolina, Opposing State Preemption of Local”. The city is looking to maintain control over its own regulations over short-term rentals, rather than have the state legislature pass a bill that would supersede its control.
SECTION 2. Opposition to Preemption of Local Regulation of Short-Term Rentals. South Carolina municipalities value the property rights of all citizens, but any State legislation preempting local control of short-term rentals would prevent municipalities from balancing the property rights of all. Therefore, the Council of the [City of Isle of Palms opposes any State legislation that would preempt, limit, or otherwise impair local regulation of short-term rentals.
"Let each community decide for itself what needs to happen. If you put a statewide law in place, what happens in the beach, vs what happens in Clemson vs what happens in Macon, each community is very different, each beach community is very different, we want to be able to decide what's best for our community," he said. Last year, the Isle of Palms referendum to cap the number of short-term rentals failed. Keene and Rindge, NH
Local officials are looking to study and understand the impact of short-term rentals on housing affordability in their communities.
"The goal here is not to stop short-term rentals," Keene Senior Planner Mari Brunner said. "It's to really assess them and make sure that we have a solid understanding of what the impact is right now, kind of keep tabs on it over time."
