Chatham County is revisiting its short term rental ordinance after a public stakeholder meeting Monday drew residents frustrated less with the existing rules than with the county's ability to enforce them.

Proposed changes on the table include minimum separation distances between new STR licenses, reduced occupancy limits for septic served properties and required outdoor notices detailing parking rules and emergency contacts. Assistant Director Marcus Lotson said the county is committed to increasing enforcement through both police and building safety staff, with draft updates expected to move through readings this spring and a target implementation date of July 1.
Birmingham has placed a 180 day moratorium on new short term rental licenses following an April 11 shooting at an Airbnb property on East Lincoln Street that resulted in assault with intent to murder charges against three 18-year-olds.
The pause gives the city's planning commission time to develop better management strategies for STR properties, with the city manager advising against an immediate ban after noting that neighboring cities have faced lawsuits for doing so.

Southold Town issued a firm warning to short term rental operators this week, making clear that properties without a valid rental permit will not qualify for the limited lottery based permit program currently being drafted by the town's Code Committee and Short Term Rental Task Force.
The town has been using Rentalscape software since 2025 to identify illegal rentals and track guest arrivals in real time. Town Attorney's office will begin notifying non-compliant owners within two weeks. Property owners who receive notice will have 30 days to either apply for a rental permit or remove their listings from all platforms, with fines and enforcement actions possible for those who fail to respond.
Longmont City Council will discuss Tuesday whether to temporarily loosen short term rental rules during the 2027 Sundance Film Festival, which is relocating from Park City, Utah to Boulder for its first Colorado edition in January.
The proposed amendment would allow STR licenses for major regional events, potentially permitting tenants to sublet their homes during the festival period to accommodate an expected surge in visitors across Boulder County. No ordinance has been drafted yet and no vote will be taken Tuesday, but the council may direct staff to return with a formal proposal for first reading.

Central City's council held a work session on short term rentals April 21, with Community Development Director Jeff Noffsinger reviewing the city's existing 2017 STR rules that tie rentals to primary residences or employee housing.
The discussion was prompted in part by a request from Central City Opera to rent out vacant properties during the summer and potentially year round. The council directed staff to draft an amendment to the STR policy, which will go to the Planning Commission before returning for a formal approval vote.
Berea is rolling out new short term rental regulations that require property owners to obtain a $100 permit by August 31 and restrict where rentals can operate, with STRs prohibited within 1,000 feet of parks, schools and churches and within 500 feet of each other.


The rules take effect in September and are partly driven by the anticipated growth in visitors tied to the Cleveland Browns' facility expansion. City officials say the regulations are needed to address existing issues with trash, noise and property upkeep, and to give the city a clearer path to holding owners accountable for nuisance violations.
The 4th Circuit Court of Appeals has ruled against a Rock Hill property owner who challenged the city's short term rental ordinance, rejecting all seven of his claimed rights violations in a decision released Monday.

Tom Hutto, who owns about a dozen rental homes, filed suit in 2023 after the city restricted new short term rentals to commercially zoned areas and gave existing residential STRs a five-year window to either convert to long term rentals or cease operations. The ruling upholds Rock Hill's authority to regulate short term rentals, including permit requirements and a prohibition on marketing properties as event or party venues.

Carroll town officials are working to improve short term rental registration compliance after letters sent to 289 suspected STR owners revealed that 102 properties did not respond and only 81 confirmed they rent their units.
The registration requirement was approved at a March 2025 Town Meeting to give Carroll Police and Twin Mountain Fire/EMS emergency contact information. Fire Chief Jeff Duncan underscored the stakes, noting that 82 to 85 percent of first responder calls last year involved non-residents, often with no way to identify or contact property owners.
