ALAMEDA, CA

On July 13, Alameda's Planning Board will consider recommending a short-term rental ordinance to City Council that will require annual permits and limiting rentals to primary residences or owner-occupied multi-unit properties.

The proposal bars Ellis Act properties for five years, excludes subsidized housing and accessory dwelling units, and enforces violations through progressive penalties from warnings to permit revocation.


BETHLEHEM, PA

Bethlehem City Council held a hearing this week on zoning amendments that redefine "hotel" to include stays under 30 days and will restrict short-term rentals to hotel-zoned areas across the city.

Planning director Cathy Fletcher said the change codifies existing enforcement practice. Hotel Bethlehem's Bruce Haines backed the amendments and cited years-long legal battles against illegal rentals in the historic district.


NEW PHILADELPHIA, OH

HOOD RIVER, OR

Out-of-state owners of Hood River vacation homes urged the 9th U.S. Circuit Court of Appeals on Tuesday to revive their lawsuit against the city's short-term rental ordinance. Attorney Christopher Michel argued the rule discriminates against non-resident owners and favours local homeowners.

The amended ordinance last July 2024 requires short-term rental properties to serve as the owner's primary residence or be leased long-term to a local tenant for 12 months or more. Plaintiffs include Victoria, B.C. residents Skip Taylor and Paula Blanche who rely on rental income from their Hood River home.

MIDDLEBURG, VA

Legal battles between Middleburg and Salamander Resort are widening after the Town Council voted to appeal a court order requiring it to revisit a 2024 short-term rental permit denial for founder Sheila Johnson's home.

The resort also sued over new tiered utility rates it says breach past agreements and sought injunction and damages of at least $230,000 annually.


OTTAWA, OH

Ohio's ODNR reopens three historic homes on remote North Bass Island in Lake Erie for the 2026 season with the renovated Lake House, Ellington House, and Fox House now bookable for overnight guests.

Accessible only by boat, charter, or aircraft, the island has no ferry service. Ellington and Fox House stays begin May 22 while the Lake House rents for $600 nightly.
