Pasco Ends Its Short-Term Rental Ban, Opens Door to Licensed Airbnbs

The Pasco City Council was scheduled to vote this Monday on an ordinance that would end the city's outright ban on short-term rentals under 30 days and replace it with a licensing and permitting system, a shift that would let platforms like Airbnb operate legally in Pasco for the first time under city rules rather than facing prohibition.

The Pasco City Council took up the measure at a June 8 workshop after residents raised concerns about housing availability, public safety and changes to neighborhood character. The ordinance would take effect January 1, 2027 if it passes as expected.

Licensing and Local Accountability

Under the proposal, hosts would need:

✔️
Both a City of Pasco business license and a separate short-term rental permit before listing a property.
✔️
To designate a local property representative able to respond to complaints within one hour and remain reachable 24 hours a day, seven days a week.
✔️
Proof of insurance and a signed Good Neighbor Policy form.
✔️
Annual life safety self-certification as replacement for annual city inspections and which hosts complete on their own rather than submitting to a city inspector.

Pasco's current rules as laid out on the city's own FAQ page state plainly that short-term rentals under 30 days are not allowed at all. The ordinance therefore represents a full reversal of the city's stance and brings Pasco in line with dozens of other Washington municipalities that already license rather than prohibit the activity.

Use Restrictions and Code Compliance

The rules restrict short-term rentals strictly to lodging use, barring weddings, banquets, receptions, bachelor or bachelorette parties, concerts, fundraisers and similar group events from taking place on the properties. Operators must also comply with the city's existing noise and public nuisance codes, and maximum occupancy will be calculated using International Building Code standards rather than a locally set number.

Outdoor signage advertising the rental is prohibited and hosts must post a renter information packet inside the unit that covers occupancy limits, noise rules and the local contact that will be shared with guests before arrival.

What's Not Yet Specified

Reporting on the ordinance to date leaves out registration fees, permit costs and penalty amounts for non-compliance. Alongside the proposal, the city has not yet published a fee schedule or enforcement mechanism while whether Airbnb or other platforms would carry any verification or delisting responsibility also remains unaddressed publicly.

Operators should watch the city's Codes, Ordinances & Resolutions page for the fee structure and confirmation that Monday's vote passed as expected.
