VIETNAM
A new decree sets fines of VND100 million to VND130 million for individuals who use condominium apartments for purposes other than housing which puts daily rentals in residential buildings at legal risk in major cities including Ho Chi Minh City.

Vietnam’s official decree sets administrative penalties for violations involving construction, housing, and real estate including the unauthorized use of condominium units for non-residential purposes.

Supply of short-term units could shrink fastest in buildings with a high share of them such as in District 1, Binh Thanh and District 7 as some owners switch to monthly or long-term leases while serviced apartments and licensed tourist accommodation gain room to grow.
ROMANIA
Unique registration numbers for rental units and data sharing by platforms are part of national rules the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism is drafting to align with EU Regulation 2024/1028. The ministry is also building a digital accommodation record and wants every unit properly registered and classified.

Because Law 212/2022 as amended by Law 426/2023 bars rentals in buildings rated Seismic Risk Class I, Airbnb has given hosts there 14 days to prove their property is outside one or has been reclassified, a step felt most in Bucharest.
🍁 ORO-MEDONTE, ON 🍁
About 70 owners at one condo complex now have until October 30 to secure a short-term rental license after township council extended the deadline under its new licensing bylaw from September 30 with enforcement starting November 2. The change followed a deputation from an owner who said the bylaw adopted July 22 and a notice issued August 5 left too little time for paperwork and inspections.

The units are already zoned for short-term rentals so the extension only adds time to apply and grants no new zoning permissions, according to the township's director of development services.

🍁 WHITEHORSE, YT 🍁
Short-term rental operators have until April 1, 2027 to license their units after City Council voted unanimously on September 28 to approve a licensing bylaw that includes a six-month grace period in place of the original October 1 start date. Staff drew up the policy after a local rental company called the timeline too tight and the city confirmed that Canada Revenue Agency rules reduce deductible expenses for unlicensed rentals.

Councillor Anne Middler, the lone vote against a related fee bylaw two weeks earlier, backed the amended licensing bylaw and plans to raise remaining concerns in next year's review.
🍁 EAST KOOTENAY, BC 🍁
Directors will be asked to decide on short-term rental density recommendations at a Planning and Development Services Committee meeting on October 8 and a Board meeting on October 9 with agendas due October 2 as the district seeks to give clearer guidance to applicants for STR Temporary Use Permits. The proposal draws on a summer meeting on density in Electoral Area F and a review across all six electoral areas.

Every Area F permit application has gone to the Board rather than staff since a December 2025 resolution, giving the district time to weigh more specific density rules.
WALES
Councillors in Conwy voted 29 to 9 to defer a visitor levy pending further evidence while Anglesey also chose not to proceed at this stage and Gwynedd postponed its decision to review 6,856 consultation responses. Opposition reached 62.1% of 1,210 respondents in Conwy, 70.8% in Anglesey and 68.5% in Gwynedd.

The Visitor Accommodation (Register and Levy) Etc. (Wales) Act 2025 lets each council charge a levy on overnight stays after consultation with revenue reinvested locally and Cardiff is the only council currently listed to start charging on April 1, 2027.

BALI, INDONESIA
Roughly 5,000 villa and tourism business units applied for permits during 2025 and 2026 as enforcement brought unlicensed operators into the system, Governor Wayan Koster told the provincial legislature on September 21. Licensed hotels are running at 80% to 90% occupancy daily while unlicensed budget lodging draws little business, he said, and hotel and restaurant tax revenue rose by more than Rp 300 billion year on year.

Koster said enforcement will stay firm but gradual so it does not hurt the island's economy while the province monitors investment and spatial planning across all regencies and cities.
GREECE
Tax authority AADE will intensify electronic cross-checks of 2025 short-term rental income in the final quarter of the year, comparing Airbnb, Booking.com and VRBO data with short-term accommodation declarations, owners' tax returns and listings in the Short-Term Residence Property Registry. Hosts filed 2,466,075 declarations in 2025 reporting €973.71 million in rents, up €84.86 million from 2024.

Failure to register carries a separate yearly fine equal to 50% of that year's gross income with a minimum of €5,000 while cases that point to hidden income will get particular attention.
PRAGUE, CZECH REPUBLIC
Stricter enforcement against apartments run full-time as hotel-style rentals is a key housing pledge of Prague's Pirate Party before the October 9 to 10 municipal elections after the party released a campaign video filmed in an Airbnb apartment. The party wants to multiply property tax on whole buildings left vacant or used only for tourists and to make platforms share data separating home-sharing from commercial units.

The Pirates counted 5,888 listings in Prague 1 as of September 20 although the city cannot set many limits without national legislation before the Chamber of Deputies that could cap rental days and occupancy.
GHAZIABAD, INDIA
Residents of a Ghaziabad housing society protested on September 20 against the alleged conversion of flats into Airbnb-style rentals over security concerns and have asked district, police, development and tourism authorities for an independent investigation. Uttar Pradesh's Homestay and Bed and Breakfast Policy, 2025 requires registration with the state Tourism Department once local no-objection certificates are in hand.

Amendments announced in June require the owner or family to live in an urban homestay while Airbnb or service apartment units need a resident caretaker and both categories are capped at eight rooms.
