KANE COUNTY, IL

A new registration system for short-term rentals is now live in unincorporated Kane County after the county rolled out the program on August 20, 2026. Owners renting homes for stays of 30 days or less will pay $200 to register and $100 each year to renew with proof of liability insurance and a safety inspection required before approval.

Under the new rules, each home can host two guests per bedroom up to a maximum of 16 while bookings are limited to 12 rental contracts or 180 rental days per year. Properties also need to be equipped for emergencies with smoke and carbon monoxide detectors, fire extinguishers, and a written emergency plan, plus hard-surface parking for guests. While registration happens online through Azora Software, payments must still be mailed by check to the Development and Community Services Department in Geneva.

ARIZONA

Four resolutions targeting Arizona's short-term rental laws won approval from the Arizona League of Cities and Towns Resolutions Committee after Paradise Valley Mayor Mark Stanton presented them on August 19 at the Arizona Biltmore in Phoenix. One measure would double the maximum municipal permit fee for operating a rental from $250 to $500.

The remaining proposals would confirm municipalities' power to place liens on properties over unpaid penalties and let voters in individual cities decide whether extra regulations are warranted. A final measure clarifies the definition of short-term rentals in multifamily buildings and mobile home parks.

PARADISE TOWNSHIP, PA

Supervisors in Paradise Township drafted a short-term rental ordinance at their August 18th meeting with vote on advertising the said ordinance expected on September 15. The proposal requires yearly permits and limits rentals to existing single-family homes with no other residents. Residential and rural residential zones would need a special exception from the zoning board while commercial and industrial zones are off limits entirely.

Beyond permitting, operators would need a local contact who can respond to disturbances within 30 minutes. Board Chair Dylan Coleman said the tighter rules are designed to protect housing for young couples trying to buy a home in the Lancaster County township where roughly 40 rentals already operate.

WEST COLUMBIA, SC

New short-term rental rules are moving toward a final decision in West Columbia where City Council will hold a public hearing on September 1 in City Hall. The proposal defines a short-term rental as any stay under 30 consecutive days and requires a $150 annual permit for each unit along with a business license and zoning approval with owners to have 90 days after adoption to comply or face a $100 late fee.

Beyond the permit itself, the rules govern daily operations by capping overnight guests at two per bedroom and requiring stays of at least two nights. Every listing would need to display its permit number while an owner or agent stays within a 45-minute response window. For hosts racking up more than three verified violations in a year, they would lose the permit for 12 months.

TRENTON, ME

With vacation rentals now claiming 7.3% of its housing stock, Trenton explored its first short-term rental rules during a workshop last August 12 wherein the Planning Board drew a standing-room-only crowd and officials noted that only 412 of the town's 1,100 residences are claimed as full-time homes.

The board favors regulating use over banning it and aims to curb investor-owned expansion. Ideas on the table include booking frequency caps and safety standards along with limits on non-resident ownership as new state laws require housing policy updates by July 1, 2027.

Short-term rental owners pushed back on Teller County's first-ever STR ordinance during an August 18 public comment session. They argued that the measure intrudes on property rights and could cut into the income of hosts as well as the cleaners and maintenance workers who serve the county's more than 800 rentals.

Under the proposal, rentals would be limited to the RR A-1 R-1 and R1M residential zones and would require a license with occupancy based on what each septic system can handle. Commissioners in Colorado's Teller County will hold a second reading and final vote on September 10.

BUENA VISTA, CO

A tiered licensing system meant to shrink the footprint of vacation rentals is moving closer to a vote in one Colorado resort town as Buena Vista trustees debated a proposed short-term rental cap ordinance on August 11 that would set limits ranging from just 1% of homes in single-family districts to 11% in mixed-use areas.

Short-term rentals currently account for about 13% of the town's housing stock and officials project the caps would bring that closer to 9%. Trustee Andrew Rice questioned allowing residential property to operate commercially without commercial tax rates while staff will return with a revised draft on August 25.

LINCOLN COUNTY, OR

Another courtroom win landed for Lincoln County on August 12, 2026 as the Oregon Court of Appeals upheld its short-term rental licensing ordinances against a challenge from about 20 rental owners. The panel confirmed the rules are business regulations rather than land-use decisions and rejected claims that property owners were owed special rezoning notice.

Lincoln County’s tortured and tumultuous 10-year path to regulate and limit hundreds of vacation rentals in unincorporated areas may be over.

The ruling also revived provisions a circuit judge had voided as unconstitutionally vague. First adopted in 2016 to curb noise, parking, and overcrowding problems, the program now caps licenses across seven geographic zones on the Oregon coast.

MAUI COUNTY, HI

Sixteen apartment-zoned vacation rental properties on Maui could be rezoned into hotel districts under amendments debated August 20, 2026, a shift critics say would erode the housing gains expected from the county's phase-out law. Council members Alice Lee, Tom Cook, and Yuki Lei Sugimura each proposed additions in Kīhei, Lahaina, and Māʻalaea based on sea level rise exposure.

Housing advocates argue the changes weaken Bill 9 (now Ordinance 5909) which ends apartment-district vacation rentals beginning in 2029 for West Maui and 2031 countywide. As reported, the committee will take up the amendments again on August 27 after recessing without a vote.

LOS ANGELES, CA

Cracking down on what she calls exploitation of vulnerable Angelenos, City Attorney Hydee Feldstein Soto has filed a civil enforcement action against an alleged illegal rental network operating at least 30 properties across Los Angeles. The August 21, 2026 announcement names Dylan Abekasis, Arie Abekasis, Rajaa Chraibi and Marcelle Melka as defendants.

According to the city, the operators listed rent-stabilized units prohibited from home-sharing on Airbnb, Vrbo and Booking.com. Beyond using expired registration numbers, the group allegedly misled regulators by claiming properties while overcharging the renters who stayed in them. The city now wants an injunction backed by restitution and statutory penalties.
