KEWEENAW COUNTY, MI

Proposed zoning amendments for short-term rentals were tabled by the Keweenaw County Planning Commission after a public hearing on October 5, leaving the county without a scheduled date to revisit the changes. The proposal would establish a consistent annual permit system for STRs, allowing the county to maintain an inventory of active rentals and verify that properties continue to comply with zoning requirements.

Meanwhile, existing lawfully established rentals would not have to prove their right to operate again each year and new rentals would still need to meet zoning requirements. Most speakers opposed the changes, citing added fees and fines. A special county board meeting on October 6 will decide the future of county zoning.

A 12% hotel tax would extend to short-term rentals such as Airbnb and Vrbo in Alhambra if voters approve Measure HT. The measure is expected to generate about $134,000 annually for fire protection, crime prevention, 911 response, and parks maintenance. It would apply the city’s existing transient occupancy tax to qualifying short-term rental stays, creating a new tax obligation for affected operators.

The measure is one of seven hotel tax proposals in Los Angeles County cities, where most cite the need for additional revenue for essential services. The election date is on November 3rd.

Three planned short-term rental homes on an undeveloped lot drew objections from residents, and the Town Council will hold a work session with the town attorney on October 20 to explore legal options, including rules for rental activity and a possible pause on new developments of this kind.

The builder holds zoning permits for the homes but must still obtain special use permits before renting, which the Board of Adjustment typically approves within six to eight weeks after a public hearing. Council members cannot approve or block the permits, and North Carolina's anti-down-zoning law limits changes to permitted uses.
