Rentals of 29 nights or less will be prohibited anywhere in DeWitt starting January 1, 2027 after the Town Board voted unanimously to ban short-term rentals on September 28. Existing bookings can continue through the end of this year and owners who violate the law face a fine starting at $1,000 for a first offense, with higher penalties for repeat violations.

Officials cited repeated neighbor complaints about late-night noise, properties used as party venues, and too many vehicles blocking streets. They said enforcement will be simpler because operating a short-term rental is itself a violation.

POLSON, MT
A new annual short-term rental permit won approval on second reading on September 21 at the Polson City Commission, after a motion to table the item for more public comment failed. The permit is a yearly verification focused on public health, life safety, emergency contact information, and tracking. It currently carries a $30 fee.

Commissioner Lisa Rehard said that the permit gives the city a way to ensure visitors are safe; meanwhile, Commissioner Carolyn Pardini argued that the fee does not cover staff time. Officials said details, including a possible fee increase, could be added once the permit is established.

Action on proposed short-term rental regulations was postponed in a 6-0 vote on September 28, with the city commission set to take the ordinance amendments back up on October 19. The planning board advanced the proposal after an August 12 hearing. It would cover all districts except D4 and MX zones, with commissioners raising questions about parking requirements and rentals in those exempt districts.

Staff will revise the language after the city manager advised acting on everything at once because the regulations are intertwined and the commission placed a six-month moratorium on new licenses in April.
PHILIPSTOWN, NY

Operators would need a permit renewable every two years under draft rules that went to public hearing on October 1, with the hearing set to continue on November 5. Initial fees would be $90 for the application and $100 for an inspection; guests would be limited to two per room; and an owner or agent would have to respond to problems within 20 minutes.
Hosts would also need at least $500,000 in liability insurance. Fines would climb from $1,000 for a first offense to $5,000 and a four-year rental ban for a third.

KINGSTON, NY

Hotel, motel, and short-term rental stays would face a 3% occupancy tax that goes to a full Common Council vote on October 6 after a 4-1 committee recommendation. Because state approval of the required home rule request is complete, council passage is the final step with a second reading needed in November on a date to be confirmed.

Guests rather than operators would pay the tax, which would sit alongside an 8% state sales tax, and a 4% county occupancy tax and is estimated to bring in $100,000 to $400,000 in 2027. As of this time, the city counts 106 full-time short-term rentals.
MIDLAND, MI

Residents have until October 23 to complete an online survey on how Midland should regulate short-term rentals, with results guiding the Planning Department, city staff, and City Council as they review existing rules and consider ordinance changes.

Rentals are currently handled through the housing code and property maintenance and nuisance rules, and the city does not cap the number of short-term or long-term rental units. The survey asks about experiences with rentals listed through services such as Airbnb and Vrbo is estimated to take five to 10 minutes and is available on the city's public engagement page.
