Hazel Park City Council has enacted a six‑month moratorium on new short‑term rental (STR) licenses following a deadly shooting at one of the properties in late May.

Proposed by City Manager Ed Klobucher, the moratorium halts new STR applications until the city can review and strengthen its practices. Mayor Michael Webb said the pause is necessary: “Sometimes, we pass an ordinance and get it wrong; sometimes we have to make adjustments to get it right. We’re revisiting this issue to get it right in relation to what subsequently has happened in the past few weeks.”
The moratorium was passed unanimously at Tuesday’s council meeting, with no public comment.

The shooting occurred May 29 at an after‑prom party in a Powell Avenue STR, leaving one person dead and another injured. Police said the renters violated city ordinances by using the property for a house party.

Hazel Park already has what Klobucher described as a “good, stringent ordinance” governing STRs. Current rules cap the number of STRs at 30 citywide, prohibit hosts from owning multiple properties, and enforce quiet hours. But officials acknowledged that enforcement gaps remain.
Councilwoman Alissa Sullivan praised the moratorium: “I wholeheartedly believe that our charter is a living document, so I’m always grateful when our administration here sees areas for improvement.”

City staff will use the moratorium to evaluate enforcement strategies, including whether police should play a larger role. Klobucher noted that some STRs may be operating without licenses, and those properties could face penalties: “If that happens, they will not be able to go for a licensure.”

Stronger penalties for unlicensed STRs.
Better coordination between city staff and police.
Mayor Webb added that he wants a study session with council and staff during the moratorium to review STR practices and explore improvements.

Hazel Park is now the second city in Oakland County to enact a moratorium on STRs following a shooting. Birmingham passed a six‑month moratorium in April after a nonfatal shooting at an Airbnb property.

In Birmingham, city staff immediately tightened enforcement without waiting for council approval, signaling how quickly municipalities are responding to safety concerns tied to STRs.
Klobucher also said he would like the Michigan Legislature to criminalize using STRs under false pretenses, arguing that state‑level action is needed to deter misuse.
