Manatee County commissioners voted Tuesday to review a proposed ordinance aimed at tightening rules for short‑term rentals (STRs).
The measure comes after months of complaints from residents about noise, parking, and disruptive parties tied to Airbnb‑style properties.
The ordinance sets clear standards:
Commission Chair Tal Siddique said the ordinance is “perfectly doable” with resource reallocation. He emphasized that local governments cannot regulate rental periods or cap the number of STR properties, but can enforce standards to protect neighborhoods.
🎤 Community Feedback
The debate revealed sharp divisions among residents.
Supporters argue STRs have disrupted their peace. One longtime resident said his 11 years of quiet living were shattered in recent months by loud parties: “I think that this ordinance is a start, but I think we need more.” He added that he had even been threatened with legal action for speaking out about neighborhood disruptions.
Opponents, including property owners, countered that the ordinance unfairly penalizes responsible hosts. They argue existing laws already address nuisance behavior. “I respectfully ask that you protect property rights, support small business owners, utilize and enhance the enforcement tools we already have, and reject this ordinance,” one rental owner said.
🏠 Housing & Enforcement
The ordinance would strengthen enforcement by requiring immediate responsiveness from property managers and imposing steep fines for violations. Siddique noted that enforcement could be achieved with reallocation of resources rather than new regulations on rental periods or property numbers.

📌 Regional Context
Manatee County’s debate mirrors broader struggles across Florida’s Gulf Coast, where STRs have surged in popularity. Communities are grappling with how to balance tourism benefits with neighborhood concerns.
🏗️ Neighborhood Concerns
Residents say STRs bring transient occupancy that undermines community character. Complaints include:
Loud parties disrupting peace.
Overflow parking clogging residential streets.
Guests trespassing on neighboring properties.
Supporters of the ordinance argue that without stricter rules, STRs will continue to erode neighborhood stability. Opponents insist that enforcement of existing nuisance laws is sufficient and that new regulations risk harming small business owners.
➡️ Looking Ahead
County staff will review the ordinance and return it to commissioners for further consideration. The outcome will depend on enforcement costs, community feedback, and legal constraints on regulating STRs.
