Orem leaders are weighing new short-term rental regulations as they move away from the possibility of a full ban and toward a system that would formally govern Airbnb-style properties.
The proposal has sparked pushback from residents who say STRs create noise, increase turnover in neighborhoods, and reduce housing opportunities for families and students, while supporters favor regulation over prohibition and argue that rentals can coexist with communities if properly managed.
Manatee County, FL
Manatee County commissioners voted Tuesday to have staff review a proposed vacation rental ordinance that would set occupancy limits at two people per room and a maximum of 12 per house, require driveway-only parking and mandate a 24/7 property manager who can respond to complaints within an hour.
Violations for occupancy, noise or parking issues could carry fines ranging from $250 to $5,000. Commission Chair Tal Siddique said the ordinance is achievable with proper resource allocation, though residents were split, with one citing ongoing harassment over noise complaints and a property owner urging the county to enhance existing enforcement tools rather than adopt new restrictions.

Pullman, WA
Pullman City Council gave final unanimous approval Tuesday to an exemption that allows owner-occupied short term rentals with two or fewer bedrooms to bypass the city's STR regulations, matching an exemption already in place under Washington state law.

The decision caps months of review by the Planning Commission, which took up the issue again last fall after STR operators pushed back against what they viewed as overly restrictive original rules. Community Development Director RJ Lott had raised concerns that the exemption could compromise safety and complicate enforcement, but all councilmembers supported the change regardless.
Minnetonka, MN
Minnetonka City Council voted 6-0 on June 8 to adopt an ordinance requiring homestead status and registration for all short term rentals within city limits.

Councilmember Kimberly Wilburn raised concerns about residents who don't qualify as homesteaded but aren't private equity investors either, noting some part-time residents could lose the ability to operate STRs they currently rely on. STR owners will receive compliance details in September 2026, with full registration and compliance required by January 1, 2027.

Weekend Birmingham pool party reignites debate over regulating short-term rentals
A backyard pool party in Birmingham, Michigan that grew from roughly 50 guests to a couple hundred has reignited debate over short term rental regulation after neighbors complained that police took several hours to shut it down despite repeated calls.
Police Chief Scott Grewe said officers responded multiple times between 4 and 8 p.m. before finally dispersing the crowd, citing both the host and homeowner for noise violations and issuing parking tickets along the way. The incident, which comes months after a separate Birmingham Airbnb party ended in gunfire, has added urgency to city discussions about possibly banning short term rentals in residential areas.
Columbia Township, MI
Columbia Township advanced a proposed short term rental ordinance through first reading at its June 15 meeting, setting up a vote at the next meeting on July 20.



The ordinance would require an annual $90 permit, cap occupancy at 10 guests and impose escalating penalties starting with a notice on first violation, a fine of up to $500 on the second and potential civil action on a third offense within the same year.

Grand Haven, MI
The Grand Haven City Council has finalized a substantial increase in penalties for short-term rental violations, approving higher fines for unregistered rentals for the first time since 2009.
Under the amended ordinance, fines rise to $1,500 for a first violation, $2,000 for a second, and $2,500 for a third violation within a 36-month period. City officials said the previous penalties were no longer serving as an effective deterrent.
