The Santa Rosa Island Authority (SRIA) which leases and manages the land under Pensacola Beach is moving toward its first formal registry for short-term rentals on the island. Its Short-Term Rental Committee reconsiders a draft policy on August 20, 2026 that would require every rental property on the beach to be registered, documented, and tied to a responsible party reachable at all hours.

What the Registry Would Require
The draft policy would create a registry of residential leaseholds used as short-term rentals on Pensacola Beach. To be listed, owners would need to show proof of registration with the Florida Department of Business and Professional Regulation's Division of Hotels and Restaurants which already licenses vacation rentals statewide.
SRIA would cross-check that registration against leaseholder surveys and lease payment records, the state's vacation rental database, and filings from the Escambia County Clerk of Court. This multi-source verification step is meant to catch properties operating without a valid state license.

Who Is Affected and What Owners Must Do
Every registered listing would need a designated responsible party with name, address, phone number, and email on file available 24 hours a day to respond to law enforcement calls or county ordinance complaints.
Owners would also have to post that contact information and evacuation instructions visibly on the property, acknowledge compliance with Florida building and fire codes, keep fire safety equipment in working order, and schedule an annual fire marshal inspection.
Guests would be expected to receive a flyer covering noise, parking, and garbage rules, golf cart and mobility device regulations, and the location of the nearest hospital.

Enforcement Limits and What Happens Next
A legal opinion presented to the committee cautions that any SRIA rental policy would be limited in scope since enforcement authority over noise, parking, and nuisance violations rests with Escambia County government, not the island authority.
SRIA can attach registration as a condition of the underlying beach lease but citations and fines for violations would still run through the county's ordinance process. The committee which has reviewed comparable ordinances from nearby Gulf Breeze and Panama City Beach sends the draft back to the full SRIA board only after further review.
Residents have pushed for the rules, citing traffic, overflowing garbage, noise, and parking congestion tied to rental turnover while some property owners say a registry could benefit both owners and visitors if implemented carefully.
