South Carolina

Lawmakers in South Carolina are moving forward with a bill that could reshape tax collection for short-term rentals, particularly affecting property managers.

Under the proposal, managers listing properties through platforms may be required to handle tax collection directly, shifting responsibility away from companies like Airbnb, which currently manage payments and remittances. The measure is expected to face further debate on the House floor ahead of the legislative deadline.

Michigan

Michigan State University Extension is offering two upcoming webinars aimed at helping local government officials understand policy options for regulating short-term rentals.

The 90-minute sessions will cover STR trends, data sources, regulatory tools, enforcement strategies, and relevant court cases, along with examples from Michigan communities already implementing local rules. The webinars are scheduled for May 20 and October 6, with registration currently open for interested officials and planners.

Liberty Township, OH

A shooting at a short-term rental in Liberty Township is intensifying enforcement efforts after officials said the property was operating despite a local ban on rentals under 30 days.

Residents voiced safety concerns following the incident and urged the township to take stronger action against noncompliant properties. Township trustees said they will file a complaint in court to shut down the rental and ensure enforcement of existing rules.


Logan, OH

A group of homeowners in Logan is asking a court to reinstate their lawsuit against a company operating a short-term rental in their subdivision, arguing the use violates residential-only covenants.

The case was dismissed without prejudice after the judge ruled that all affected homeowners must be included as parties, but plaintiffs say the court should have allowed them to amend the complaint instead. A decision on the motion to revive the case is expected after June 1.

Beaufort, SC

Beaufort City Council has unanimously approved a new ordinance capping short-term rentals, limiting them to 3% of parcels in the historic district and 4% in other neighborhoods after months of resident complaints about noise, traffic, and “party house” behavior.

The policy also introduces spacing requirements, a three-strikes enforcement rule, and fines for illegal operations, while allowing existing rentals to remain and some properties to be grandfathered in. Officials say the goal is to slow the growth of STRs and address housing and quality-of-life concerns, though it may take years for numbers to fall within the new limits.

Joseph, OR

Joseph city officials are set to hold a final reading on a proposal to increase the transient lodging tax, which applies to short-term rentals, from 3% to 5%, with a potential July 1 implementation.

The proposal aimed to introduce operational rules such as occupancy caps and mandatory local contacts for complaints, but debate intensified over zoning classification and controversial distancing requirements between properties. Stakeholders, including real estate professionals and STR advocates, warned that overly restrictive measures could shrink an already limited market and lead to legal challenges.


Plainfield, IL

Plainfield officials have voted to freeze the village’s 5% hotel/motel tax through April 30, 2027, as they reassess how short-term rentals should be regulated and taxed.

The move comes amid concerns from local hotel operators that STRs like Airbnb are not subject to the same tax, creating an uneven playing field. Village leaders say the pause will give them time to evaluate the impact of short-term rentals and address the issue through a broader Unified Development Ordinance update.


Seal Beach, CA

Seal Beach officials are considering updates to parking rules partly in response to complaints about short-term rentals contributing to neighborhood congestion, though final approval has been delayed after the item was pulled from a recent council agenda.

The proposal would require majority neighborhood support and documented impacts before approval, with details like permit limits and fees still under review.


Nashville, TN

A North Nashville neighborhood is stepping up efforts to remove short-term rentals, citing concerns that investor-owned properties are eroding community stability and increasing nuisance issues.

In Hope Gardens, where roughly 20% of homes are used as STRs, residents say many units are operated by out-of-state owners under owner-occupied permit rules despite not living on-site. Neighborhood leaders report growing complaints about noise, trash, and reduced accountability when properties are managed remotely, prompting increased reporting and enforcement actions. So far, 13 permits have been revoked, with residents pushing for stricter enforcement to restore long-term residency in the area.
