HAZEL PARK, MI

Hazel Park enacted an immediate 6-month moratorium on new short-term rental licenses on May 31, 2026 following a fatal shooting at an STR property on May 29. The city stated the property appears to have been in violation of its occupancy restrictions at the time of the incident.

During the moratorium, city staff and leadership will conduct a comprehensive review of the STR ordinance and enforcement practices within the constraints of Michigan state law which limits local regulatory authority over STRs.

Michigan Secretary of State Jocelyn Benson has proposed a statewide system to track and tax short-term rentals with its revenue directed to local services and tourism.

The proposal comes as communities across the state grapple with the spread of Airbnb and Vrbo listings where economic benefits increasingly clash with neighborhood disruption. Local responses vary widely: Jackson County's Columbia Township is considering permits and a 10-person occupancy cap; Park Township has banned STRs in residential areas; Dexter Township has imposed an outright ban; Charlevoix faces years-long permit wait times; Muskegon has capped STRs at 4% citywide (9% in some beachfront neighborhoods); and Ann Arbor restricts STRs to owner-occupied homes in residential zones.


OREM, UT

Orem City Council voted during a May 26 work session to eliminate a full STR prohibition from consideration, narrowing its regulatory path to two options: permitting owner-occupied STRs only or permitting non-owner-occupied STRs with strict regulations including density limits and numerical caps.

City Council continued its discussion on short-term rentals, focusing on possible ordinance options, owner-occupied vs. non-owner-occupied STRs, legacy status, enforcement, fees, occupancy rules, and next steps for drafting competing proposals.

City attorney Jake Summers will first present draft ordinances for each option at an upcoming work session then the council will select one to go to the Planning Commission and City Council for a formal vote. STRs and transient lodging are currently not permitted under Orem city code though the city previously took a relaxed enforcement stance due to prior state law limitations.

Watch for: Planning Commission review date and final ordinance vote.


KANSAS

Kansas City Regional Association of REALTORS® (KCRAR) released a regional STR study on May 30 that was conducted by RRC Associates across six counties and ten municipalities in Missouri and Kansas. The study was released ahead of the region hosting the 2026 FIFA World Cup.

A public opinion survey found residents broadly support clear rules and reasonable regulation over outright bans, and recognize tourism and economic benefits while acknowledging neighborhood impact concerns.


YOLO COUNTY, CA

Yolo County supervisors are considering raising the Transient Occupancy Tax (TOT) in unincorporated areas from 8% to 12%, a rate consistent with neighboring jurisdictions including Davis, Winters, and unincorporated Sacramento. The TOT applies to all short-term lodging under 30 days, including STRs.

The proposed increase is part of a broader package of revenue-generating measures aimed at addressing the county's ongoing structural budget deficit and would require a ballot measure to take effect with November 2026 as the earliest possible vote.

Watch for: Board vote on whether to place the measure on the November ballot.


HAWAII

As part of the state's Transient Accommodations Tax (TAT) enforcement framework, Hawaii's Department of Taxation is pursuing property owners who fail to display tax registration numbers on Airbnb and other STR platforms.

The crackdown comes as counties tighten rules statewide: Hawaii County requires mandatory STR registration starting July 1 with fines up to $10,000; Oahu restricts whole-home STRs to resort zones with fines up to $10,000 per day; and Maui is phasing out roughly 7,000 STRs in apartment zones by 2029–2031.


SOUTHWEST HARBOR, ME

Southwest Harbor's Sustainability Committee isn't recommending STR regulation yet but plans two community conversations in June to gather public input. The registration which will typically involve a fire safety inspection and local contact requirement floated as a potential first step and the other is the possible ballot question at the November 2026 town election.

The committee presented findings from a housing survey to the Select Board on May 26 showing roughly half of the town's dwelling units are year-round residences, a quarter seasonal, and a quarter used by short-term visitors. Southwest Harbor is the only Mount Desert Island municipality yet to address STRs.

Watch for: June community conversations and a potential November ballot question on STR registration.


WEST COLUMBIA, SC

West Columbia City Council is scheduled to take up the first reading of a proposed STR ordinance at its Tuesday meeting following years of resident complaints about noise and traffic. Mayor Tem Miles cited cars blocking streets and excessive vehicles as specific triggers: "There's a reason why we don't allow hotels in the middle of residential neighborhoods."

The discussion comes as neighboring Columbia has updated its own STR framework and recently launched a new online registration/renewal system with all operators required to renew permits by June 30.
