CLEVELAND, OH
Cleveland City Council approved long-awaited short-term rental rules, requiring registration, setting density limits, and adding enforcement tools for nuisance properties. The measure passed 14–1 after years of debate, with council members saying enforcement will be key.

New short-term rental rules approved by Cleveland City Council mandate registration with City Hall and introduce density limits and enforcement tools aimed at curbing chronic complaints from residents living near platforms. No more than 10% of a residential block or multi-unit building may consist of short-term rentals, equating to approximately three to six homes per street.
Licenses are subject to revocation after three nuisance incidents within a year, and a single incident involving assault, disorderly conduct, or weapons violations can prompt immediate enforcement action. Council members called the ordinance a good compromise while signaling a willingness to revisit specific provisions after a year of implementation.
MONONA, WI
Short-term rental operators in Monona must apply for permits covering July 1, 2026 through June 30, 2027 by the June 21 deadline and pay a one-time fee of $750. The requirements follow a May 2026 amendment to the city's STR ordinance aimed at preserving neighborhood stability.

Applicants must complete three inspections from Dane County Public Health, the city's building department and the Monona Fire Department before their application can be processed. Operators who advertise without a valid permit after July 1 face a $1,000 daily fine. Quarterly reporting is mandatory, and failing to submit two reports on time will trigger automatic revocation..
MILLERSBURG, OH
At its May 27 regular session, Millersburg Village Council discussed the impact of short-term rentals on local housing availability with members concerned that STR growth is tightening the village's long-term housing supply. Village Solicitor Jason Roach noted that any future regulation should be addressed through zoning rather than ownership restrictions.
Council confirmed that a comprehensive zoning review will be needed before regulatory action can proceed, though no timeline or specific proposals have been outlined.

LAKEWOOD, OH
Lakewood City Council is developing short-term rental regulations following sustained community pressure over nuisance properties operating through platforms including Airbnb. One property near Delaware Avenue recorded 58 police calls in two years, 25 citizen complaints and 21 parking-related incidents.

Council member Tom Bullock said the city is consulting other municipalities on regulatory frameworks addressing safety standards, operator accountability and tax contributions with a draft proposal expected by summer 2026. Affected residents are calling for rules that would restrict non-local investors from operating short-term rentals in Lakewood neighborhoods.
MADISON, AL
Madison will hold a public hearing on June 22 to address the future of short-term rentals within city limits. Short-term rentals are currently not permitted in the city, though many units already operate through platforms.
Under the proposal, Madison would permit up to 190 STR units on a first-come, first-served basis with each operator required to hold both an STR permit and a business license. Three substantiated complaints within 12 months would trigger a six-month permit suspension and repeated violations can potentially result in permanent revocation.
MAUI COUNTY, HI
WATCH: During a committee meeting last May 26, Maui County Council advances Bill 88 in a 6-1 vote.
Bill 88 was advanced by Maui County Council in a 6-1 vote on last week of May, offering a potential lifeline to roughly 4,500 grandfathered vacation rentals on the Minatoya List that were set for phase-out under Bill 9. The bill would create two new hotel zoning categories, H-3 and H-4, designed specifically for properties that were legally operating as vacation rentals before Bill 9 took effect.
Maui County's Bill No. 88 (2026)
Mayor Bissen who authored Bill 9 testified in support and positioned Bill 88 as the next step in the phase-out process rather than a walkback. However, the pathway remains uncertain: two more council votes are unscheduled, all three county planning commissions recommended denial, and each property would still need to secure hotel zoning through a separate process with public hearings.
PHILADELPHIA, PA
After facing resistance from Philadelphia's hotel sector, Mayor Cherelle Parker pulled back a proposed 2% hotel tax increase that will be reduced to 0.6% and instead pivoted to seeking a 6% tax hike on short-term rentals.

Revenue from the STR levy would go toward addressing homelessness across the city. City Council is set to vote on the mayor's overall budget next month.
