Westerly, RI

Westerly is revisiting its short term rental regulations after Councilor Dylan LaPietra proposed forming a small working group to study possible changes to the town's ordinance, which currently governs 401 registered STR units.

Council members expressed a range of views, with Vice President Mary Scialabba opposing any geographic restriction limited to the area south of Shore Road and warning that uneven rules could expose the town to legal challenges. Council President Chris Duhamel noted that both rental caps and location-based restrictions have faced court challenges elsewhere, and a workshop on the topic is being considered for July.

Wimberley, TX

Wimberley City Council voted last week to extend its temporary moratorium on short term rental applications requiring a conditional use permit, with Director of Development Services Nathan Glaiser saying the extension gives the city time to make any needed legislative changes and comply with open meeting requirements.

The moratorium is expected to run into August, and while there's currently no backlog of applications, Glaiser noted growing interest from realtors fielding questions from both prospective buyers and sellers curious about CUP eligibility. The vote came during the same meeting where council also adopted zoning changes required under Texas House Bill 24 and adjusted food truck permitting rules following a separate new state law.

Scottsdale city officials reported 56 short term rental related charges and citations in May as part of an intensified enforcement effort following two shootings at STR properties that resulted in nine arrests within a two-week span.

Police Chief Joe LeDuc said officers are taking a proactive approach, citing several incidents involving underage drinking, assaults, domestic disturbances and alcohol-related medical emergencies at rental properties, along with two promoter-sponsored parties that were stopped before they could occur. While city leaders framed the numbers as evidence the crackdown is working, some residents pushed back online, arguing the city isn't doing enough to address recurring nuisance parties and occupancy violations.

Plainfield, NJ

Plainfield City Council passed a revised short term rental ordinance on first reading last week, easing restrictions from an earlier version that was tabled in October after pushback from local STR operators.

The updated ordinance would allow up to 15 bookings per year, roughly one per week, compared to the previous cap of 15 rentals or 90 nights, whichever came first, and continues to prohibit non-owner-occupied properties from operating as short term rentals.


Verona, WI

Verona officials are considering future changes to the city's short term rental regulations after two local Airbnb hosts raised concerns Monday about the current seven-day minimum stay requirement, which has been part of the municipal code since 2021.

Council members, including Mayor Luke Diaz, questioned whether the policy is achieving its original goal of curbing nuisance properties or instead penalizing responsible operators while allowing rule-breakers to continue unaffected. Discussion touched on a potential two-tier licensing system that could differentiate compliant hosts from problematic ones, though no formal changes were made and the council agreed to revisit the issue at a later meeting.


Alton, IL

Alton City Council unanimously approved amendments to the city's short term rental zoning regulations on June 24, requiring non-owner-occupied units to be located at least 500 feet apart and capping such units at 0.2% of total residential housing, currently allowing up to 26 properties.

Non-owner-occupied rentals will also be required to install noise monitoring devices that alert hosts to excessive noise, with compliance checked during annual safety inspections. Property owners living more than 25 miles away must designate a local point of contact, and all rentals must provide at least one off-street parking space per bedroom.
