Assam Approves Single-Window Registration for Homestays Under New Tourism Accommodation Rules

The Assam Cabinet has approved the Assam Tourism Accommodation (Development and Registration) Rules 2026 which will introduce a single-window registration system that will apply to homestays alongside hotels, resorts, motels, guest houses, lodges, service apartments, tented accommodations and heritage hotels. Chief Minister Himanta Biswa Sarma announced the decision on June 23 following a cabinet meeting at Lok Sewa Bhawan in Guwahati and framed the rules as a measure to simplify procedures, cut delays, and attract greater investment in the state's tourism sector.

Under the new framework, operators register through a dedicated online portal rather than navigating separate departmental approvals, and registrations renew automatically every three years rather than requiring a fresh application cycle each time. This replaces a more fragmented process under which home stays have historically been registered through the Directorate of Tourism's classification system which sorts properties into Diamond, Gold and Silver categories based on a facilities checklist and requires a non-refundable application fee along with unannounced inspections by a district-level classification committee. The Tourism Department has not yet published the full text of the 2026 Rules on its website so it remains unconfirmed whether this classification structure, its fee, or its inspection regime carries over into the new portal-based system.

Sarma said homestay operators stand to benefit most from the change since they have historically faced the longest delays under the older approval process and indicated that a further homestay-specific policy is being prepared separately. Expected after the state's budget session, that policy would sit alongside the existing Aamaar Aalohi Rural Homestay Scheme under which community clusters of at least ten homestay units can receive a capital subsidy covering 90 percent of project costs up to ₹1 crore plus annual promotional and operational subsidies of up to ₹2.5 lakh each for five years. It remains unclear whether the new policy will expand, replace, or run parallel to Aamaar Aalohi.

The announcement does not reference any role for booking platforms in verifying or enforcing compliance, and no penalty structure for operating without registration has been disclosed yet. Sarma linked the reform to Assam's tourism ambitions and noted that the European Union withdrew its negative travel advisory for Assam on June 20 with the exception of three districts under the Armed Forces (Special Powers) Act (following Australia and Japan) which withdrew similar advisories the previous year. He cited new direct flight connections to Dubai, Abu Dhabi and Singapore as further signs of expanding international access to the region.
