VENTURA, CA

Permit fees in Ventura climbed to $1,526 from $204 on July 1, 2026 under the city's updated Short-Term Vacation Rental Ordinance with renewals to close on August 31, 2026. Operators must now provide free, unobstructed onsite parking for guests, and accessory dwelling units can no longer be rented short term under state law.
The city is actively enforcing the rules with the unpermitted rentals to face civil penalties of $1,500 for a first violation, $3,000 for a second, and $5,000 for a third within 12 months.
BAYTOWN, TX
Short-term rental operators in Baytown face new compliance obligations after council approved regulations on July 9. Permits cost $350 annually, require a Fire Marshal inspection at each renewal, and demand a designated contact reachable 24 hours a day within 50 miles.
Owners must also collect the city's 7% hotel-motel occupancy tax, cap stays at 30 days, and keep occupancy under 10 people. Parking must match the bedroom count plus one additional space.

JEFFERSON, NY

Short-term rental owners across Jefferson County must now register with the county and collect a bed tax following the launch of its occupancy tax registry on July 10, 2026. The requirement places Airbnb and Vrbo listings on the same footing as hotels and motels.
Half the revenue stays with the county and the rest is divided among the municipalities where the rentals sit. Officials have budgeted $100,000 in bed tax income for the next six months with county proceeds funding tourism promotion.

D.C. Mayor Muriel Bowser announced a two-bill housing package last Friday July 10, 2026 that includes the Illegal Occupancy Enforcement Amendment Act. The measure updates the District's short-term rental laws to confirm that guests hold no legal right to stay in a vacation rental once their booking ends and it authorizes police to remove those who refuse to leave.


The companion Housing Investment Protection Act sets a 60-day eviction hearing timeline, expands the Local Rental Supplement Program and clarifies when housing providers may enter units for repairs.

CHATHAM, GA
Commissioners in Chatham County approved a 120-day moratorium on new short-term vacation rental applications and halted intake until November 7, 2026. The county adopted its current STR ordinance in 2021 and now intends to rewrite it.

Existing rentals and applications already in process stay valid as long as they meet licensing requirements. Officials will use the pause to collect public input and weigh proposed limits on density, occupancy and septic capacity across unincorporated parts of the county.

STRASBURG, PA
Supervisors in Strasburg Township voted 3-0 to advance a draft zoning amendment that would confine new short-term rentals to the Gateway North commercial zone. The proposal now goes to the township and county planning commissions for comment then a hearing and final vote could follow at the August 3 meeting.
Short-term rentals currently operate in agricultural and rural residential zones by special exception though supervisors say owners are circumventing the requirement to live on-site or on an adjoining lot.

BUENA VISTA, CO
The Buena Vista Board of Trustees will hear recommendations from the town's Short Term Rental Committee at its July 14 meeting after a 6:00 p.m. work session. The committee was formed to deliver a non-binding recommendation on future licensing policy.


Trustees adopted Ordinance 9 in 2025 to cap licenses for out-of-county applicants then approved a temporary moratorium on new STR licences in January 2026. The pause runs until September 2026 and will give the board limited time to rewrite the code.
SCOTTSDALE, AZ
Hosts in Scottsdale carry a heavier enforcement risk in 2026 with Ordinance 4719 to classify a rental as an event center when a gathering is ticketed or advertised on social media. This gives police authority to act even after a party quiets down on their arrival with owners and guests both to face consequences.
Rentals under 30 nights still need a $250 annual license, at least $500,000 in liability insurance either directly or through Airbnb or VRBO, registration with the Maricopa County Assessor, neighbour notification within 30 days, laminated 14-point notices at the doors, and compliant pool barriers.

CLARK COUNTY, NV
The Nevada Supreme Court upheld a ruling on July 10, 2026 barring Clark County from denying short-term rental applications solely because a property uses a septic system. The county challenged the septic provision twice and this decision marks the final ruling which means the requirement will not be reinstated.

Greater Las Vegas Short Term Rental Association President Jacqueline Flores said reinstatement would have excluded hundreds of owners particularly in Spring Valley where many homes rely on septic tanks. Commissioner Justin Jones declined to comment on pending litigation.

MOUNT LEMMON, AZ
