Trustees in Buena Vista reviewed short-term rental committee recommendations last July 14 to weigh a shift from townwide license categories to percentage-based caps set by zoning district. R-1 areas would receive the lowest cap while R-3 and mixed-use zones allow more.

Officials took no vote and kept a moratorium on new STR licenses that runs until September 2026. Staff estimate 195 licenses among 1,636 residential lots (roughly 11.9%) and will return with a narrower draft ordinance and updated percentage figures.

HOOD RIVER, OR

A federal court has upheld Hood River's short-term rental ordinance and affirmed the city's power to restrict STR licenses in residential zones. Judge Adrienne Nelson of the U.S. District Court for Oregon ruled the residency requirement imposes no substantial burden on interstate commerce, rejecting the plaintiffs' Dormant Commerce Clause challenge.

Ordinance 2026 that took effect in October 2016 requires STR license holders in residential zones to live on the property as their primary residence or name a resident lessee. A seven-year grace period expired in October 2023.

MEMPHIS, TN

Stricter short-term rental terms are heading to the Memphis City Council as the measure shares the agenda with Mayor Paul Young's nominations for the city's chief financial officer and chief administrative officer plus two charter referendums bound for the November 3 ballot.

Council momentum for tougher rules traces to a March 2026 resolution from Councilman Philip Spinosa which pressed the mayor's administration to strengthen enforcement of the permit ordinance after a run of shootings at rental properties.

NEW YORK, NY

Short-term rental platforms are pressing New York City to loosen Local Law 18, the registration regulation that has governed STR hosts since September 2023. The law requires operators to register with the Mayor's Office of Special Enforcement before listing stays under 30 days.

On July 20, enforcement office director Christian Klossner defended the framework and argued that the rules shield visitors from rental schemes and safeguard scarce housing during the city's ongoing shortage. Officials remain firm as platforms lobby for reduced restrictions.

Investigators in Phoenix are searching for answers after a fatal shooting at a short-term rental turned a house party deadly. Officers reached the home near 28th Street and Shea Boulevard around 6 a.m. on July 16 and rushed 18-year-old Jervarious Tyler to hospital where he later died.

Police have not confirmed whether several teenagers seen at the scene are suspects and no arrests have been announced. Tyler's mother, Kimberly Younkins, is urging anyone with information to contact Silent Witness as the case remains active.
